Action – Fiscal Year 2027 Course Material Access Program Fee
The Wildcat Shop seeks authorization to establish the Course Material Access Program Fee (CAP) effective AY 2026-2027 not to exceed $250 per quarter. This program is a material shift for the Wildcat Shop designed to ensure financial sustainability and provide all faculty required course materials to students on the first day of classes. Students can opt out of this program by the add/drop deadline and avoid the CAP fee each term depending on their course material needs. The proposed rate was developed utilizing a financial model based on prior years’ course material adoptions and calculating opt out rates and other predictive financial factors. The CAP fee was initiated by the students through a referendum placed on the ASCWU ballot in spring 2026 and approved by over 60% of those voting. The CAP fee only applies to undergraduate students.
We recommend the following motion:
The Board of Trustees of Central Washington University hereby approves the Course Material Access Program fee not to exceed $250 per quarter for fiscal year 2027.
