indicating that the session would be conducted in a question-and-answer format, without opportunities for statements or open discussion. As a result, the format of the meeting differed from what faculty understood based on the initial invitation and limited opportunities for direct feedback or collaborative discussion during the session. The FSEC notes this as illustrative of broader questions raised by faculty regarding how and when feedback is solicited, structured, and incorporated within shared governance-related communications.

• Petition Language: However, in a unilateral move, the administration broke the promise they made in 2024 on December 11, 2025, when they removed the statement about Faculty Senate from CWU 001-01procedure at UPAC, without any consultation with Senate, and against the protests of the Faculty Senate Chair. The President went on to approve the policy change, again without any consultation with the affected group, the Faculty Senate. FSEC Clarification: The FSEC recognizes that, under CWU 001-01, 37 University Procedures (now appear as Policy appendices) may be revised through approval by the Policy Executive and may be published following submission to the University Policy Administrator, without requiring review through the full University policy process. The FSEC also recognizes that the President holds final authority for policy approval. During the past year, most FSEC discussions related to policy and procedure changes have occurred with the Provost rather than directly with the President. The FSEC notes that recent changes to policy management procedures have affected how and when the Faculty Senate is informed of, or able to provide input on, procedural changes that intersect with academic governance. From a shared governance perspective, these changes raise questions about expectations for consultation and communication when University Procedures relate to academic affairs, instructional practices, or areas traditionally reviewed through Faculty Senate committees. One example raised by faculty involves changes to academic affairs procedures related to instructional modality definitions. On October 30, 2025, a revised definition of the Hyflex modality was approved by the Provost following development by the Registrar’s Office. 38 This change proceeded under the current CWU 001-01 Policy Management framework. The Faculty Senate was not consulted or notified prior to implementation. Under CWU 501-21, 39 the Academic Affairs
