Office of Public Counsel Senate 7052 Amended onto House Bill 1095 The Office of Public Counsel provides legal representation for the Florida's utility consumers before the Florida Public Service Commission, the Florida state courts and federal courts. The legislation establishes a four-year term limit for the Public Counsel beginning March 1, 2021. The Public Counsel may be reappointed thereafter, but may not serve more than 12 consecutive years in the position. However, the time served by the Public Counsel before July 1, 2020, may not be considered in applying the limitation on consecutive years of service. The legislation is now Chapter No. 2020-137, Laws of Florida, effective July 1, 2020.
