Champlain township council ponders wish list

In most cases, municipal development charges go into a special reserve fund to support local infrastructure needs.

OPP food drive The Oct. 28 weekend police in Hawkesbury are looking for people ready to give from the heart. The OPP, both the regular and auxiliary force, are working the Hawkesbury Rotary Club on its Annual Food Drive Campaign. The two-day event takes place Friday, Oct. 27, 9:30 a.m. to 4 p.m. at the FreshCo, 350 Spence Avenue, and Saturday, Oct. 28, 9:30 a.m. to 4 p.m., at the Laurin Independent Grocer, 1560 Cameron Street, just off of County Road 17. Donations of food or money are very welcome to help the local food bank for Christmas. – Vicky Charbonneau There are quite a few wish list items in the report from administration to Cham- plain Township council as it starts work on figuring out the 2018 budget for the municipality. Council received a half-inch-thick sheaf of papers from chief administrator Paula Knudsen during a recent special session following the Thanksgiving long weekend. CAO Knudsen emphasized that what council has right now is just a preliminary review report and not the actual budget pro- posal itself. Council will receive that later in the season. “This is a draft (report) for council to look at,” Knudsen said, adding the actual draft budget still needs the property assessment updates from the province. “So we’ll have both the assessments and the (tax) rates.” Council and staff spent several hours reviewing the preliminary report which contained line-by-line summaries of year- to-date operation costs and revenues for the township under its current 2017 budget. In a few instances the figures for some costs seemed well below the projected bud- get allocation for the current year but whe- ther the townshipmight enjoy a surplus from its 2017 budget remains unknown until after this coming December when all expenses are totaled and compared with all revenues received, including property taxes and other sources like senior government grants. One item council did take care of during its first budget planning session was to give administration authority to issue a request for quotes from consultants to do a study on the feasibility and benefits of munici- pal development charges for Champlain Township. The township is one of the fewmunicipa- lities in Eastern Ontario and other parts of the province that does not levy special fees on developers for new residential, commer- cial and industrial projects.

—photo Gregg Chamberlain
