Right now that is the subject of an environmental assessment process (EAP) which the provincial govern- ment is funding under the supervision of the UCPR. Both the federal and provincial govern- ments have committed to $40million each in financing for upgrading the road, depending on results of the EAP, but for now that money remains locked up within the books of the respective federal and provincial treasury boards. During the meeting with Del Duca, Desjardins argued for more guarantees from the province that the route between Rockland and Orléans will see upgrading to help relieve traffic congestion. “We made our points,” Desjardins said, adding that he cited both safety and econo- mic development reasons for future impro-

When Mayor Guy Desjardins joined the counties delegation as Clarence-Rockland’s main representative at the Ontario Good Roads Association conference, he brought along a secret weapon named Coun. Jean- Marc Lalonde. “It helped us having Jean-Marc with us,” Mayor Desjardins said, chuckling, during a phone interview after returning fromToron- to. “He knows everyone.” During Lalonde’s many years as both mayor for the Town of Rockland before the amalgamation, and later as the long-running veteran Liberal MPP for Glengarry-Prescott- Russell, he had become a familiar face and voice to almost every cabinet member of the Liberal provincial government. He proved a useful key to unlocking access tomany of the ministers and senior government officials at the conference, including a scheduled face- to-face with TransportationMinister Steven Del Duca about the status of County Road 17. The United Counties of Prescott-Russell (UCPR) would like to see the Liberal pro- vincial government take back responsibility for the county road after it was downloaded onto the regional government by the pre- vious Harris/Eaves Progressive Conserva- tive administration. But Desjardins also pressed Minister Del Duca for guarantees on the present proposal for expanding and upgrading to four-lane status the section
