City daycare fees come under review running at a deficit because the total revenue does not match the operating expense. Part of the reason is due to past cutbacks in pro- vincial subsidies for local daycare programs. Council and city administrationmust com- pensate for that deficit during the annual municipal budget plan.

Working parents who use Clarence- Rockland’s municipal daycare program may need to start budgeting for a little extra next year. Pierre Boucher, director for community services, presented council during its April 3 committee of the whole session with a power-point evaluation report on the current municipal daycare fees setup. The good news is that the City’s daycare service fees are competitive, andmost often lower, than comparable service fees in other communities its size or larger in the region. The bad news is that the current fee struc- ture results in themunicipal daycare service

Currently, the municipal daycare ser- vice handles more than 800 children, from preschool and toddler to school age. About three-quarters of the children looked after are school age and the 2017 budget plan included a modest increase to the client fee rate for that age group to help make the municipal daycare service self-sufficient. Gravel contract proposed As spring thaw makes its slow way throughout Eastern Ontario, the City of Clarence-Rockland’s public works department is looking ahead to gravel supplies for the summer road works program. The committee of the whole council accepted a report and recommendation from administration during its March 20 for three-year gravel supply contracts with Colacem Canada Inc. and Cornwall Gravel Co. Both companies have gravel quarry sites in the Prescott-Russell region and past city practice has been to use gravel supplies from whichever quarry site was closest to the work location. The department report included three options each for both fee rates, including one higher and one lower than the recom- mended increases. Council discussed whe- ther or not a lower increase phased in over a couple of years might be feasible instead. The report will come back to council for further review and decision at a future ses- sion.
