should be finished within two years. Rep- resentatives for both the federal and pro- vincial government have reaffirmed sev- eral times that the combined $80 million committed to four-laning the road remains available through their respective treasury departments. Villeneuve-Robertson still criticized the Ontario Liberal government for dragging its heels on the matter. “I don’t see any action happening right now, do you?” She also noted that four- laning the highway would work well with another Hudak election promise of creating 1 million jobs during an eight-year period if the Progressive Conservatives win the elec- tion. “Especially in the skilled trades depart- ment,” she said, adding that housing de- velopers promoting the Clarence-Rockland area as a bedroom community to nearby Ottawa would benefit from expansion of the highway link and improving the com- muter traffic situation between the two communities.

CUMBERLAND | A Tim Hudak Progressive Conservative government in Ontario will make the commuter link between Orléans and Rockland a provincial highway once more. That was the theme that Roxane Vil- leneuve-Robertson, the party’s candidate in Glengarry-Prescott-Russell hammered on during a Monday morning press confe- rence at the start of the final two weeks of campaigning before the June 12 provin- cial election. “I have a wonderful announcement to- day,” she said. “Just recently our leader, Tim Hudak, has come on board, and claimed that he will upload Highway 174/Highway 17.” Villeneuve-Robertson slammed the Liber- al provincial government for “failing to de- liver on their promises” of either uploading or four-laning the connector route between the two towns. “I as a candidate am making the commit- ment of uploading it within my first term as your elected MPP.” Villeneuve-Robertson noted that Hudak included the uploading of Highway 174 and the County Road 17 section between Rockland and Cumberland in the Progres- sive Conservative UrbanWhite Paper report for party policy in the upcoming election following a visit to the Orléans area during the past winter. She added that the promise does hinge on one condition, “as long as we win a majority Ontario PC government, we can make action happen for the residents here in Clarence-Rockland and Cumber- land.” The state and status of the Highway 174/ County Road 17 link between Orléans and

Rockland has been a longstanding issue for residents of the two communities since the late 1990s when the Progressive Conserva- tive government of then-Premier Mike Har- ris downloaded responsibility for themonto the City of Ottawa and the United Counties of Prescott-Russell. The government’s argu- ment then was that the amount and type of traffic using the route, which runs from the Québec border to Ottawa-Orléans, did not warrant it being classed as a provincial highway. Hudak’s promise now to upload the road link between Rockland and Orléans applies just to that 22-kilometre section. It does not include the rest of County Road 17, which extends from the east side of Rockland through Alfred-Plantagenet and Champlain Townships and through Hawkesbury to the Québec border. Both the Harper Conservative federal government and the McGuinty Liberal pro- vincial government each committed $40 million towards four-laning and upgrad- ing of the connector route and the Ontario

government also provided $5 million for an Environmental Assessment Process (EAP) on the route to determine whether it or a northern bypass via Innes Road or another major urban four-lane route would be the better choice. The EAP is in progress and
