Chrétien noted that it is the first two senior ministry officials have come out from Toronto to the UCPR for a face-to-face talk about the ambulance call situation and the million-dollar debt Ottawa owes the UCPR for use of PR ambulances. “I’m optimistic,” he said. Meanwhile the ministry is continuing its review of the UCPR’s “silent running” proto- col adopted this past June for dealing with outside calls for Prescott-Russell ambulance units. The ministry is reviewing three instances where PR units failed to respond to dispatch requests for calls to Ottawa because they were already on their way back to home base from an earlier call from outside of the region. Provincial policy for ambulance dispatch requires units to respond, even if the call is from a neighbouring jurisdiction. Ottawa’s demand on PR ambulance units has been so great sometimes that there are none available when UCPR residents need ambu- lance service. The “silent running” protocol allows UCPR units to respond to service calls outside of their region. But after completing the call, the unit heads straight back to home base first before it will accept another outside call from dispatch. The City of Ottawa also has an outstan- ding debt of more than $1 million owed to the UCPR for use of its ambulance service. The city claims it is not obligated to pay the money.
There is new hope for a solution to the ongoing dispute between Prescott- Russell and Ottawa over ambulance service demands. Michel Chrétien, emergency services director for the United Counties of Pres- cott-Russell (UCPR), met August 27 with two directors from the Ontario Ministry of Health. The subject of the meeting was the City of Ottawa’s constant demands for use of Prescott-Russell ambulance units for some of its emergency calls with paying for the cost and also putting Prescott-Russell residents at risk of having no ambulances available when they need them. “It was basically to look at the overall challenge we’ve been facing for the past three years,” Chrétien said, regarding dis- cussions during the meeting. “They were very receptive, and they said they’d get back to us.”
