#505 | BHA Panel | Operationalizing Colorado for ALL: A Unified Approach to Behavioral Health Access

Colorado is at a pivotal moment in behavioral health. Needs across communities are intensifying, systems are under strain, and expectations for accessible, high-quality care continue to rise. At the same time, BHA is reshaping how services are delivered toward a model that is more coordinated, equitable, and sustainable. The Colorado for ALL initiative represents a bold, statewide commitment to meeting this moment. Aligned with the mission of BHA, this initiative aims to ensure that every Coloradan, regardless of geography, background, or circumstance, can access comprehensive, coordinated behavioral health care. Meghan Shelton, LPC serves as the BHA’s Culture, Practice, and Accessibility Advisor and brings more than 25 years of leadership experience in behavioral health. Throughout her career, she has been dedicated to system improvement, equitable access to care, and ensuring that all voices are heard and all people can access the services they need when they need them. Meghan is committed to advancing Colorado for ALL by ensuring that its principles are embedded throughout the Behavioral Health Administration’s work. Marque Green, MS is the Division Director of Technology and Data at BHA, where she leads teams focused on data science, engineering, governance, interoperability, and customer experience. With more than 12 years of experience across government, healthcare, aviation, and technology, she is dedicated to leveraging data and technology to improve decision-making and outcomes for the people behavioral health systems serve. Elizabeth “Liz” Thomas serves as BHA’s Agricultural and Rural Program Administrator, where she collaborates across agencies, providers, and community partners to strengthen behavioral health support for agricultural and rural communities. Liz has dedicated her career to advocacy, outreach, and connecting rural communities with critical resources. Alyssa Hetschel, LCSW, LAC is a BHA Division Director who oversees the Colorado LIFTS network, connecting Coloradans to more than 250 low- and no-cost mental health, substance use, and crisis support providers through free, real-time care navigation. She has extensive leadership experience in behavioral health. Marc Condojani, LCSW, CAS is the Adult Behavioral Health Continuum Division Director at BHA, leading efforts to improve behavioral health and crisis services across Colorado. He is dedicated to identifying and reducing barriers to care, working collaboratively to redesign programs that improve access and outcomes. Marc has spent years focused on humanizing the systems that serve people in need.
