As the state moves to implement CCBHC and a new PPS, this session explores what that transition looks like in practice—and how shared accountability is being defined across providers and system partners. Melissa Eddleman, MSW, LCSW, MPA is a seasoned healthcare professional with over 16 years of experience in Medicaid policy and administration. She has been a leader for behavioral health care for the last decade with the Colorado Department of Health Care Policy and Financing. Melissa is the Department’s Behavioral Health Initiatives and Coverage Office Deputy Director. Before transitioning into policy work, Melissa was a practicing clinician with expertise in substance use disorders (SUD). She holds a Master’s of Social Work and Public Administration. She began her career in Florida, bringing a strong foundation in direct clinical care to her policy roles. Steven Ihde, MS, PhD is the Deputy Division Director of Managed Care Rates and Financial Review for the Department of Health Care Policy and Financing (HCPF) with over 11 years of experience.
