PLEASANT CORNER | Joint economic development was the theme of a meet- ing held last week between Hawkesbury and Champlain Township council, with everyone agreeing that the municipali- ties had to work together if the region is to prosper. They also concurred that it is time to back up words with actions and to draw up a new inter-municipal sharing deal as soon as possible. The 80-minute meeting, hosted by Champlain, focused on the possible ex- tension of Hawkesbury’s water and sew- age services to private land in Champlain. Lots located south of County Road 17 and east of Tupper Street are considered prime spots for future industrial and commercial development. Hawkesbury is to present a detailed pro- posal to Champlain by the end of the year so an agreement can be signed in early 2013. The council members echoed com- ments of Hawkesbury Mayor René Berthi- aume and Champlain Mayor Gary Barton, who noted that both municipalities ought to cooperate in order to capitalize on an- other expected “wave” of interest in the area. ed, “We are bound to find agreement. If not, we will become dormant communities.” Hawkesbury has exhausted its land sup- ply while Champlain has ample space avail- able. Barton observed, “You have the services; we need services. If we develop the region, we all win.” Champlain Councillor Paul Emile Duval pointed out that the issue had been thor- oughly debated over the years. “We’re not getting anywhere. We should all be work- ing together.” He noted that in the 30 years he has been a councillor, he has attended many discussions about the neighbours’ mutual interests. “We have to get the 17

filled up. A lot of people have gone to Rock- land because we missed the boat,” said Du- val. Two car dealerships have opted to build new locations in Champlain south of the 17. In both cases the businesses have pro- vided their own private water and sewage services. However, the lack of municipal services was cited as a factor in the 2011 loss of the Target distribution centre, which chose Cornwall as the site of its massive opera- tion. A 130-acre development had been approved by Champlain, but the deal fell through because of a lack of an agreement to provide Hawkesbury services to the new
