Leaseco Brokerage presented several options for a coworking space that Russell Township council first consi- dered back in 2019. During the regular meeting on June 12, council received a draft proposal and options analysis for a coworking initiative based in Russell Township. Pending council approval, the administration would be responsible for generating a business plan and financing requirements by December for inclusion in the 2024 budget. The proposal came from a 2020 survey by the economic develop- ment department regarding the possibility of establishing a coworking center. A coworking space is a community faci- lity with a collection of workspaces, private offices, and meeting rooms that can be used as needed by professionals who need a workspace outside the home. Businesses can also rent space in a coworking facility full-time like traditional office spaces. By bringing together seve- ral users, coworking facilities can provide access to better equipment and software than individual people can afford on their own. Coworking centres also bring commu- nities together by encouraging interaction between people who might not otherwise be connected on a professional basis. *O -FBTFDP$PNNFSDJBM3FBM&TUBUF Services Inc. Brokerage submitted a pro- posal for consulting services with respect to the Coworking Centre project. The team consisted of Bob Perkins, formerly of Deloitte Consulting, and Greg O’Donnell, who has extensive commercial real estate experience. As a result of Leaseco’s viability report and options analysis, the administration recommended that the township proceed with preparation of a business plan for the development of a coworking centre. Leaseco identified 16 potential sites for the coworking space, which it evaluated based on proximity to amenities, ownership, costs, availability, accessibility, parking, and general vibe. these options were very unsuitable for the project, and some would only be appropriate for a pop-up, as in a space that is decons- tructed at the end of the day. As for funding, Leaseco listed three pos- sible options for funding. The first is grants and other funding available through the provincial and federal government. The next is private sector partnerships, which would mitigate potential risk for the township. The last is reusing existing township assets and staff to reduce costs, which would also allow for an easy exit strategy should the coworking space not prove viable. Councillor Lisa Deacon said that she thought the options presented were good, but that any business plan must consider the atmosphere and community of a coworking space. As someone who serves on an advi- sory board for a coworking space, and as a frequent user of coworking spaces, Deacon said that coworking “thrives on three things: partnerships, programming, and people.” “The space is often a catalyst for an ecosystem that already exists and is looking
to grow,” she said. “If we’re just thinking of space and of somebody just going for wi-fi and a printer, we’re thinking too small. It is excellent information on potential space, and I would like us to leverage this information, but I would like to propose that we go in a different area of focus than the consultants are suggesting.” Deacon said that keeping with Russell’s strategic commitment to collaboration, council should be focusing on partnerships in regards to any potential coworking space. Many local community organizations are looking for meeting space, there are many students in the area that live with parents and need quiet places to study, and there are local small businesses that are looking to grow but don’t have the office space for overflow staff. She said that Leaseco wouldn’t have the benefit of those local connections and knowledge, which is why it wasn’t included in its report, but that council does have that benefit. “It should not just be the township,” she said. “It should be the township and at
least five other names on the banner, in my opinion.” Councillor Jamie Laurin expressed concern about the financials outlined in the proposal. The examples there listed a $600,000 startup cost and a $175,000 operating cost, but the potential revenue generated would amount to less than the operating costs and would result in money lost for the township. Leaseco stated that the financials were estimated before the potential sites were identified and priced out, just to give council a good picture of what might result. Some of the potential options Leaseco identified would have a much lower startup and operating cost as those options rely on refurbishing existing township buildings and assets, rather than building completely new. Council decided that the information available was insufficient to proceed with a business plan. It directed the adminis- tration to investigate possible community and business partnerships relating to the establishment of a co-working centre. Two local businesses operating out of the Russell and Embrun arenas will continue to serve the community. On June 12, Russell Township council re- newed the lease agreement for two business owners operating out of the Embrun and Russell Arenas by two years. Paul Carpentier, who operates Hot Potato out of the Embrun canteen, and Ron Lanrdy, who operates Fry Me to the Moon out of the Russell canteen, have renewed their leases for the next two years until April 2025. Council also raised Carpentier and Lan- dry’s commercial rent by $50 per month, and pre-emptively approved a second increase starting in May 2024. They will pay $200 per month from May 2023 until April 2024, when their rent will increase again to $250 per month until their new leases expire in April 2025. Both business owners agreed to the rent increase prior to the meeting. Carpentier and Landry both began opera- ting their respective businesses in 2019, and since then have built up a client base that the township administration is interested in continuing to serve. Lors de la réunion ordinaire du 12 juin, le conseil municipal du canton de Russell a reçu un rapport sur les nouveaux règlements exigés par la province de l’Ontario concer- nant le Programme municipal de gestion des situations d’urgence de Russell. Les nou- veaux règlements exigent que les municipa- lités adoptent un plan municipal d’urgence, nomment des membres au groupe municipal de contrôle des situations d’urgence et au comité du programme de gestion des situations d’urgence, et nomment un agent d’information sur les situations d’urgence. La conseillère Lisa Deacon a demandé comment le Groupe municipal de maîtrise des situations d’urgence prenait ses déci- sions en cas d’urgence, car elle avait reçu plusieurs réponses différentes. La réponse est que le président du comité coordonne l’activité tactique et l’allocation des res- sources pour la réponse à l’urgence, tandis que le CAO est responsable des efforts de secours après la fin de la situation d’urgence. Dundas Manor...right now Dundas Manor is warm and cozy – but it is also crowded and dated. It was built in 1978 for 60 residents. While 38 beds were added over the years, the kitchen, dining areas and gathering spaces didn’t change. Each one will have a wonderful gathering space as well as beautiful outdoor gardens nearby. Hallway dining will be a thing of the past as there will be four large, bright dining rooms with enough space for everyone. All rooms in the new home will have only one or two residents – and everyone will have a window view, which is not the case now. Current and future residents – and our local communities – rely on Dundas Manor to provide 24/7 care, 365 days a year. We need to keep caring for those residents in a new, safe Dundas Manor. They deserve nothing less.

Danny Covey, résident d’Embrun, parti- cipe cette année à l’événement Roulons pour le cœur de la Fondation des mala- dies du cœur. Après huit chirurgies cardiaques, Danny Covey, d’Embrun, s’intéresse de près à la santé de son cœur. Pour renforcer son cœur, il marche beaucoup et il invite maintenant les résidents de Prescott-Russell à se joindre à lui pour recueillir des fonds pour la recherche sur les maladies du cœur et les accidents vasculaires cérébraux. Chaque année, la Fondation des maladies du cœur organise l’événement Walk, Run, Ride for Heart. Les résidents peuvent suivre leur kilométrage en ligne ou à l’aide de l’application, partager leurs résultats avec leurs partisans et recueillir des dons afin d’amasser des fonds pour la recherche sur les maladies du cœur et les accidents vas- culaires cérébraux. Notice of Submission of Environmental Assessment Study Report Eastern Ontario Waste Handling Facility Future Development Environmental Assessment GFL Environmental Inc. (GFL) has completed the environmental assessment (EA) for the future development of the Eastern Ontario Waste Handling Facility (EOWHF). As required under section 6.2(1) of the Environmental Assessment Act and according to the Terms of Reference approved by the Minister of the Environment, Conservation and Parks on January 14, 2021, GFL has submitted its EA to the Ministry of the Environment, Conservation and Parks for review and approval. The future development will involve the construction of additional landfill disposal capacity. GFL has determined that there is a sustainable business opportunity and need for the EOWHF to continue to provide disposal capacity over the long term. By developing this additional disposal capacity, GFL will also be able to continue providing economical waste diversion and green bin organics composting services to customers into the future. The EOWHF is a major employer and financial contributor to the local community. The development of an additional 15.1 million cubic metres of disposal capacity over a 20 year planning period will allow GFL to continue to provide this type of economic support to the local community. No changes to the approved fill rates or site access routes are proposed.

(GFL) a terminé l’évaluation environnementale (ÉE) pour le développement futur de l’installation de traitement des déchets de l’Est de l’Ontario (EOWHF). Comme l’exige l’article 6.2(1) de la Loi sur les évaluations environnementales et conformément au mandat approuvé par le ministère de l’Environnement, de la Protection de la nature et des Parcs le 14 janvier 2021, GFL a soumis son ÉE au ministère de l’Environnement, de la Protection de la nature et des Parcs pour examen et approbation. Le développement futur inclus l’aménagement et la construction d’une capacité d’enfouissement supplémentaire. GFL a déterminé qu’il existe une opportunité commerciale durable et que l’EOWHF doit continuer à fournir une capacité d’élimination à long terme. En développant cette capacité d’élimination supplémentaire, GFL sera également en mesure de continuer à offrir à ses clients un service de compostage des matières organiques à un prix compétitif et ainsi continuer à détourner des matières de l’enfouissement dans le futur. L’EOWHF est un employeur majeur et un contributeur financier important pour la communauté locale. Le développement futur comprend la construction de 15,1 millions de mètres cubes supplémentaire pour augmenter la capacitée du site d’enfouissement sur une période d’environ 20 ans. Le développement permettra à GFL de continuer à fournir un service essentiel pour l’élimination des déchets dans la région et de contribuer à l’économie locale. Aucune modification relative aux tonnages autorisés et aux voies d’accès au site n’est proposée. L’EOWHF est situé dans le canton de Stormont Nord, à environ 5 kilomètres au nord-nord-ouest du village de Moose Creek et à 5 kilomètres à l’est de Casselman, en Ontario. L’emplacement de l’installation est indiqué sur le plan ci-dessous. Le futur développement sera situé sur des terrains qui appartiennent déjà à GFL. PLAN
