The municipality cannot offer financial incentive but the members of Alfred-Plan- tagenet Township council can offer moral support for local efforts at developing solar power facilities in the community. Council has passed four separate resolu- tions of support for rooftop solar power projects proposed within the community. When the project owners apply to the pro- vincial government’s FIT program to be- come part of the Ontario energy supply grid for alternate power systems, the resolutions may help them become eligible for priority points towards getting a FIT contract. The municipal resolutions just apply to support for the rooftop solar projects under the FIT program. They cannot apply to any other type of property use approvals. Counties wait for OPP report L’ORIGNAL | The counties council is still waiting for an answer to the question of how much a regional police contract might cost. The OPP is still working on the figures for the United Counties of Prescott-Russell council (UCPR) since the request for a cost- ing proposal first went out last year. A cou- ple of unexpected hitches have delayed a final report to the counties. The first delay was last August when the OPP Municipal Policing Bureau (MPB) de- cided to delay all costing proposal approv- als until the new 2012 cost recovery formula was finished and approved. That took place last September and at the time the MPB ex- pected to have the UCPR’s costing proposal worked out by either October or November of last year. Then a regional review on staffing indi- cated the Russell County OPP detachment was undermanned and senior command had to deal with that concern first. The MPB resumed work on the UCPR’s costing pro- posal last December and now the bureau’s goal is to have a report ready for the coun- ties council by either late January or early February this year. OTTAWA | Mothers-to-be in the National Capital Region and nearby areas around will soon have a choice between hospital, home delivery or birthing centre for when they are due. The Ottawa Birth and Wellness Centre (OBWC) will open later this summer and offer a range of midwife programs and ser- vices for expectant mothers. Midwives are women and men who specialize in assist- ing women through the birth process. They have restricted medical training focused on natal care and may work alone, as part of a birthing team, or in partnership with a doc- tor on deliveries. The OBWC will provide bilingual midwife- ry services to meet the needs of both the anglophone and francophone populations in the Ottawa-Orléans area and surround- ing communities. Centre staff expect to as- sist with 450 to 500 births each year. Midwife centre launched
