The project study area extends beyond city limits to include Fort Worth’s extraterritorial jurisdiction (ETJ) and portions of surrounding counties. The ETJ spans about 265 square miles, which is roughly the size of El Paso. This expansive footprint plays a critical role in shaping the inter- connected travel patterns and economic activities of the broader region. By including the ETJ, the plan anticipates future urban growth and infra- structure needs in areas likely to see development, providing a framework for expanding the transportation system in alignment with compatible land uses. Similarly, portions of the surrounding region contribute to the flow of commuters, freight, and services into and out of the city, influencing traffic volumes on key corridors and creating demands for expanded infrastructure. The growth and development in these counties directly affect Fort Worth’s transportation network, necessitating a coordinated regional approach to address congestion, enhance connectivity, and ensure efficient movement across county lines. By considering the ETJ and surrounding counties, the plan considers both local and regional mobility needs, fostering more efficient connections between Fort Worth and its neighboring suburbs. Figure 01-1 shows the boundaries of these geographies. While the City of Fort Worth has a population of nearly 1 million people, the “Greater Fort Worth” region is home to about 2.9 million of the 8
