Study Area Conditions The study area comprises a diverse set of conditions that influence the trans- portation system. Within the city, the transportation network includes a mix of urban, suburban, and industrial land uses, each with distinct infrastruc- ture demands. As shown in Figure 01-3, the downtown core features high-density development and a complex network of roadways, transit options, and pedestrian facilities. This area is a central hub of economic, cultural, and social activities, featuring a dense mix of commercial, residen- Mesquite McKinney Plano 75 175
tial, and institutional uses. Downtown experiences significant traffic conges - tion, especially during peak hours, and has a high demand for parking and public transportation services. The infrastructure here supports a bustling environment with a focus on multimodal transportation options, including buses, commuter rail, and micromobility options to accommo- date the diverse needs of residents, workers, and visitors. The rapidly growing suburban areas face challenges in extending road- ways and transportation options for the increasing population, while the ETJ has a more rural, low-den- sity residential development pattern. Much of the existing infrastructure in the ETJ requires significant upgrades to accommodate future growth. To address this, Planned Service Areas (PSAs) within the ETJ are designated for future infrastructure investments, including roads, utilities, and public services. These PSAs are designed to support anticipated growth while ensuring that development is coordi-
