2.1 SAFETY FIRST GOAL: Implement safety measures that reduce crashes and eliminate traffic fatalities and injuries across all transportation modes and trips.

Simultaneously with M1M, the City of Fort Worth is developing a Safety Action Plan (SAP), which aims to eliminate fatal and serious injury (KSI) crashes by 2045 by prioritizing safe, accessible, and equitable transportation for all users. The SAP will also serve as the safety element of M1M. WHAT IS A SAFETY ACTION PLAN? An SAP is a strategic document designed to reduce and eliminate serious injuries and fatalities by addressing key safety risks through data-driven analysis and targeted interventions. It outlines specific actions, policies, and strategies to improve safety for all roadway users. The plan incorporates the Safe System Approach as the guiding paradigm to address roadway safety. This strategy aims to prevent crashes and reduce the impact of those that do occur. Safety Action Plan

This approach differs from traditional methods by focusing on both human error and vulnerability, incorporating numerous safeguards to protect all road users. As shown in Figure 02-1, the five main goals are to ensure safer people, roads, vehicles, speeds, and post-crash care. In addition, six principles will be incorporated into the SAP development process to make sure projects/policy/program recommen - dations are aligned with the safe system approach: • Death/serious injury is unacceptable • Humans make mistakes • Humans are vulnerable • Responsibility is shared • Safety is proactive • Redundancy is crucial
