Introduction The City of Fort Worth (CoFW) is developing the “Moving a Million” (M1M) Plan—the City’s Master Transportation Plan. The plan has a 25-year planning horizon, with updates anticipated every 4 years to align with other local and regional capital planning cycles. The M1M Plan will build upon all of Fort Worth’s transportation-related plans and serve as the city’s fiscally responsible Capital Transportation Plan, tied to city policies and funding realities and grounded in the needs of the Fort Worth community. Adopting performance measures and setting targets are important steps in the long-range planning process. Performance measures are a tool to track whether projects and program investments are effectively advancing plan goals and objectives. Performance measures may also be used to inform and forecast investment strategies, identify maintenance and operations improvements, monitor the state of system assets, anticipate and follow the effects of program investments, and track performance on how an organization is progressing on their overall goals and objectives. This technical memo presents the methodology for selecting performance measures used to evaluate the progress of the M1M Plan and the process for setting baseline and target values for each performance measure for the year 2050. Establishing Performance Measures Performance measures are part of the master transportation planning process, which also includes goals, objectives, policies, coordination, and capital projects. The performance measures for M1M were established using national standards and guidance for performance management with consideration for the city’s unique transportation challenges, data maturity, staff resources, and community needs. Ultimately, performance measures are intended to advance goals, objectives, and policies within the planning process.

• Ensuring consistency with other relevant planning efforts and coordinating with the North Central Texas Council of Governments (NCTCOG), Texas Department of Transportation (TxDOT), U.S. Department of Transportation (USDOT), and other related agencies • Incorporating public input • Leveraging the experience of peer agencies to cover a wide range of anticipated transportation trends • Managing with available and easily accessible data
