The reviewed plans consistently emphasize multimodal safety, mobility, and asset preservation as key priorities for transportation planning. Plans at all levels highlight safety metrics aimed at reducing crashes and improving safety for users of all transportation modes. Those measures include vehicular crash numbers, total and vulnerable roadway user (VRU) fatalities, and contributing factors to roadway accidents. Mobility is another focal point of the reviewed plans, reflecting the need to address the worsening traffic congestion and improve connectivity between residences and major activity centers such as workplaces, schools, and health care facilities. State and regional plans (e.g., Connecting Texas 2050 [TxDOT’s SLRTP] and the Mobility 2045 Update [NCTCOG’s Metropolitan Transportation Plan]) established various performance measures centered on mobility, such as urban and rural travel time reliability index (TTI), annual delay hours on vehicle per person, and percentage of population with access to transit.
