Master Transportation Plan Task 3: Performance Measures 4/21/25

Baseline Methodology: Broadband access is an important measure for the city’s digital infrastructure as it enables smart transportation solutions and improves access to real-time information. The percentage is calculated using ACS’s computers and internet subscription statistics. 2050 Target: Upward trend Target Setting Methodology: M1M recommends tracking this value across time with an upward trend target. Responsible Agency : CoFW Information Technology Solutions Reporting Frequency : Annual

E-4: Number of transit stops with real-time signs Source: Trinity Metro Baseline (2023) : 51 digital signals

Baseline Methodology: Trinity Metro provided the needed baseline information. Real-time signs are important for transit services as they provide live operation information to the users, which can significantly improve users’ perceived service reliability. 2050 Target: Upward trend Target Setting Methodology: M1M recommends tracking this value across time with an upward trend target. Responsible Agency : Trinity Metro Reporting Frequency : Annual

Additional for Consideration: • Number of smart parking management systems

This measure tracks the deployment of smart parking management systems that include real- time occupancy of on- and off-street parking, space reservations, and digital payment. These systems can effectively reduce congestion and vehicle emissions caused by vehicles cruising to find a parking spot. Due to insufficient data for the number of smart parking management devices across the city, this measure is not included in the M1M Plan performance tracking. When a continuous and comprehensive recording mechanism is established from the smart parking management system, the M1M team can incorporate this measure to the plan. • Number of traffic signals with transit signal priority (TSP) This measure quantifies the utilization of TSP systems that adjust traffic signal timing to prioritize public transit vehicles to enhance the service reliability of the public transportation
