Master Transportation Plan Task 4: Gap Analysis and Needs Network
1 Introduction The City of Fort Worth is developing their Master Transportation Plan, the “Moving a Million” (M1M) Plan, building upon all of the city’s transportation related plans. The plan has a 25-year planning horizon, with updates anticipated every 4 years to align with other local and regional capital planning cycles. The M1M Plan will serve as the city’s fiscally responsible Capital Transportation Plan, tied to city policies and funding realities and grounded in the needs of the Fort Worth community. The purpose of this memorandum is to identify transportation gaps across Fort Worth’s roadway, transit, active transportation, and freight networks. These gaps include physical infrastructure needs, level of service (LOS) issues, and policy limitations that impact how the system functions today—and how well it is prepared for projected growth. To support this analysis, the project team developed a population and employment projection ( Appendix 1 ) to understand how demand for travel will grow over time. These projections combine data from the North Central Texas Council of Governments (NCTCOG) Regional Projection Models and American Community Survey (ACS) 5-Year Estimates, especially for areas outside of the regional model coverage. The projections use a linear growth method based on trends from 2013 to 2023 to estimate future conditions in 2050. The results help us understand where population and job growth will concentrate— and where connectivity and capacity upgrades are most needed. For this analysis, the “Greater Fort Worth Area” includes Fort Worth itself, plus surrounding counties with strong commuting, economic, and infrastructure ties to the city. As shown in Figure 1 , this includes Parker, Hood, Johnson, Wise, and other adjacent counties where growth is shaping regional travel patterns and investment needs. Dark blue areas represent the City of Fort Worth (approximately 1 million people today). Yellow areas indicate surrounding counties (collectively approximately 2.9 million people today).
