The analysis revealed several opportunities to enhance alignment with M1M objectives, including better integration of Vision Zero principles across all modal planning efforts, stronger enforcement mechanisms for TOD zoning, the establishment of performance metrics for shared mobility and freight delivery, and broader application of transportation demand management (TDM) strategies within the private sector. The combined physical and policy-based gap analysis provides a comprehensive, data-driven understanding of Fort Worth’s multimodal transportation challenges and opportunities. With integration of spatial analyses (TSI, roadway, transit, freight) and policy benchmarking, this memorandum lays the groundwork with a weighted scoring criteria framework, project prioritization, and targeted interventions as Fort Worth advances its M1M goals.
