3.2.5 Poor Performing Roads Road network data from the 2023 and 2045 model years were analyzed to generate the layer of worsening roadways. A Python script was developed to compare the LOS for each link in the 2045 network against its corresponding link in the 2023 network. Since the unique identifiers for the links differed between the two model years, spatial matching was used instead for comparison. Overlapping links from 2023 and 2024 were matched and joined based on their geographic location and made into a new network comparison layer. Based on the LOS comparisons, each link was categorized as having worsened, improved, or remained unchanged. For example, if a link between two intersections had an LOS of A, B, or C in 2023 and an LOS of D, E, or F in 2045, it was categorized as a worsening road link. The map below shows the links that worsened between 2023 and 2045 and had a LOS rating of D, E, or F.
