After identifying and prioritizing each gap type using a scoring framework based on the TSI, population and employment density, and transit propensity, a set of macro-level interventions were developed and tailored to each gap category. These macro-level interventions are aligned with the highest-scoring areas (areas with most impactful gaps on community) and are designed to expand access, improve service quality, and enhance network connectivity over time. By developing clear actionable strategies, supported by data-driven prioritization of gaps, this ensures that the proposed project investments are equitable and address the most critical needs. 3.5.4.1 Coverage Gap Interventions Land use Coordination Coordinate with land use plans to align new service with future development patterns. Service Pilot Pilot flexible or micro transit services in low-density, hard-to-serve areas where fixed routes may be inefficient. 3.5.4.2 Temporal Gap Interventions Service Plan Review As part of service change or new service plan review, consider increasing frequency on key routes, especially during midday, evenings, and weekends. Review feasibility of expanding service span on high-ridership corridors to cover early mornings and late nights. Service Pilot Pilot extended service in unserved areas or for major employers with off-peak shift schedules. Identify partnership or collaboration opportunities. 3.5.4.3 Performance Gap Interventions Performance Monitoring Enhance service quality and consistency on underperforming routes by developing an approach to performance monitoring using real-time monitoring, set performance goals and KPI’s.
