Reallocate resources from underperforming segments to higher-demand corridors with better ridership potential. 3.5.4.4 Connectivity Gaps Interventions Schedule Alignment Improve transfers by aligning headways across intersecting routes to reduce transfer wait times. Introduce timed-transfer points at strategic locations. Route and Facility Design Add or realign routes to bridge disconnected areas or missing crosstown links. Consider connectivity in facility design to ensure both physical and schedule coordination between routes. 3.5.4.5 Accessibility to Key Destinations First/Last-Mile Connectivity Improve first/last-mile access with pedestrian and bike upgrades, and additional shuttle services, where appropriate. Origin-Destination Pairs Identify high-demand OD pairs where access to healthcare, education, or major employers is currently limited and with opportunity for improvement. 3.6 Active Transportation Gap Analysis 3.6.1 Purpose and Objective The purpose of the active transportation gap analysis is to identify needs and opportunities to improve connectivity and coverage for people walking, bicycling, and rolling (active transportation) using GIS analysis. The 2019 ATP provided a comprehensive, long-term plan for the Active Transportation Network, identifying infrastructure recommendations and priorities for trails, sidewalks, and on-street bikeways. The ATP performed extensive gap analyses emphasizing access to transit, schools, and trails, identifying areas of latent demand (short trip opportunities), highlighting gaps in the trail and bikeway networks, and emphasizing investment in areas with large populations of people of color and people with lower incomes. The active transportation gap analysis builds upon the work performed for the 2019 ATP and outlines the steps used to identify remaining gaps in the Active Transportation Network. This analysis incorporates new active transportation infrastructure constructed since 2019 to refine and update gaps and other areas of need.
