Master Transportation Plan Task 4: Gap Analysis and Needs Network

3.6.2 Spatial Gaps in the Active Transportation Network 3.6.2.1 Network Connectivity

Successful bicycle and pedestrian networks depend on connected comfortable infrastructure for users of all ages and abilities. High-stress segments and crossings where infrastructure is insufficient or missing, create gaps in the network. 3.6.2.1.1 Bicycle Level of Traffic Stress The Bicycle Level of Traffic Stress (LTS) analysis estimates the amount of stress a person bicycling faces due to roadway and traffic conditions on a given street segment. LTS values range from 1 to 4, with LTS 1 representing the lowest stress and LTS 4 representing the highest stress. • LTS 1: Minimal Stress o Greenways, separated bike lanes, and low-speed neighborhood streets o Comfortable for children and most cautious cyclists. • LTS 2: Low Stress o Bike lanes on low-speed and low-volume streets o Comfortable for most adults • LTS 3: Moderate Stress o Narrow, striped bike lanes or shoulders on higher-volume, higher-speed streets. o Comfortable for experienced, confident cyclists • LTS 4: High Stress

o High-volume, high,-speed streets with no bicycle facilities o Only used by the most confident and fearless cyclists

A segment’s LTS is determined based on roadway speed, volume, number of lanes, and the presence of bicycle facilities. Specific scorings for each factor are outlined in the tables below. This analysis used the most up-to-date City of Fort Worth GIS data for roadway characteristics and on-street bicycle facilities. The City of Fort Worth data used for off-street trails included both existing and planned trails. Table 7. LTS Criteria for Segments with No Bicycle Facilities
