compounding factors of freight activity. The data aggregation of previous steps included the overlay of freight volume data on roads below the arterial classification that are used to service the freight clusters along with the top commercial and industrial employers of the city ( Figure 51 ). A crash pattern analysis was then drawn upon for further identification of last-mile connections and safety. The primary locations of incidents for off-interstate crashes are along the top trip pairs previously identified, and the intersection of freight clusters and the interstates ( Figure 52 ). These safety incidents’ locations support the findings of the recommended gaps and are intended to be supplemental to crash activity downtown currently being remediated through the Connecting the Core plan. These highly industrial and freight-concentrated areas can be upgraded to increase circulation efficiency with the addition or an increased functional classification of the recommended freight gaps, as shown in Figure 53 .
