4 Policy Gap Analysis 4.1 Approach Overview

The Policy Gap Analysis evaluated City of Fort Worth policies relevant to the M1M Plan, identifying gaps and opportunities for modifications or enhancement. Existing policies or policy areas identified as relevant to this effort include: • Access Management Policy: Controls driveway spacing and intersection design to improve safety and traffic flow on major corridors. • Transportation Demand Management: Encourages strategies like carpooling, telecommuting, and flexible work hours to reduce peak-hour congestion and improve system efficiency. • Autonomous/Semi-Autonomous Ground or Aerial Vehicles for Passengers or Delivery: Regulates the safe integration of autonomous ground and aerial vehicles for passenger and delivery services in city infrastructure. • Inclement Weather—Snow and Ice Plan: Outlines procedures for roadway treatment and emergency response during winter weather events. • Special Events Management: Coordinates traffic control, transit, and public safety for large-scale events to minimize disruption. • Truck delivery routes and requirements/restrictions: Designates specific truck routes and delivery time windows to minimize congestion and protect residential areas. • Curbside Loading and Unloading, Parking Demand Management: Manages curb space for deliveries, ride-hailing, and short-term parking to balance access and reduce traffic disruptions. • Parking (Off-Street) and On-Street Practices and Program Policy: Guides the development and regulation of public and private parking to support land use goals and reduce vehicle dependency. • Internet Access and Fiber Connectivity: Supports broadband expansion and smart city infrastructure to enhance digital equity and transportation technology. • Network Climate Resilience (Air, Land, Water): Builds infrastructure resilience to climate impacts like flooding, extreme heat, and severe weather events. • TOD: Promotes dense, walkable development near transit stations, often guided by form-based codes. • Transit Priority: Implements measures like bus lanes and signal priority to improve transit speed and reliability. • Vision Zero: Commits to eliminating traffic fatalities and serious injuries through safe street design and policy.
