5 Project Selection Criteria for Capital Investments The City of Fort Worth will invest in projects that reflect the goals, public process, and performance measures established in M1M to ensure that transportation investments align with the city’s long-term vision and values. The selection and prioritization of transportation improvements will be driven by a transparent, data-driven framework anchored in clearly defined project selection criteria. This framework is designed to leverage other major infrastructure capital projects internally and externally to develop strategic and cost-effective improvements. Project selection criteria developed to meet these objectives include system efficiency, cost effectiveness, multimodal opportunities, safety and Vision Zero, economic development, and alignment with adopted plans. Each criterion is structured to enable an objective scoring process that accommodates a wide range of project scopes and characteristics and aligns with Fort Worth’s evolving transportation needs. Table 13 outlines the project selection criteria and scoring criteria in further detail.
