Master Transportation Plan Finance and Fiscal Forecast

2.2 Other Transportation Sources City Public Works provided transportation project expenditures and their revenue sources from other transportation improvement funds. The forecast of these revenues is based on project expenditure datasets, which include budgetary information, funding categories, project descriptions, and associated implementation timelines. The following revenue sources were identified 2 : • General Capital Projects (Pay-As-You-Go [PAYGO]) • Intergovernmental Contribution (primarily Tarrant County bonds) • Grants Capital Projects, Federal (federal grant revenue) • Transportation Impact Fee Capital (new development contributions) • Grants Capital Projects, State (state grant revenue) • Developer Contribution (including Tax Increment and other developer contributions) • Transportation Impact Fee Capital Legacy (new development contributions) • General Gas Lease Capital (city gas-related revenue) Historic project funding amounts varied over different time spans covering the last 6- to 11-year period. The following table shows the average annual revenue from the analysis of historic expenditure from these revenue sources. The average annual revenues served as the baseline figures for the forecast. To account for cost increases in capital projects over time, the historic expenditures are adjusted by inflation for those years to bring the expenditures to current year dollars.

2 It is noted that the proposed Street Maintenance Fee revenue, should the fee be implemented, would supplement existing PAYGO revenues for roadway maintenance. Therefore, no shift of revenues is assumed from maintenance to capital projects due to the new fee revenue.
