in Scenario 2, when compared to both the 2036 Baseline and the No-Build scenarios. As shown in Figure 19, speeds also increase in both Scenario 1 and Scenario 2 relative to No-Build across all time periods. While Scenario 1 speeds are generally comparable to Baseline, Scenario 2 achieves slight improvements beyond Baseline levels. Figure 20 highlights changes in the mileage of roadways operating at LOS F. Overall, the mileage declines in both Scenario 1 and Scenario 2 relative to the No-Build and Baseline conditions. Principal arterials, however, experience some increases in LOS F mileage due to higher utilization from improved connectivity, whereas freeways generally show reductions in LOS F mileage. These results indicate network-wide improvements in reliability and efficiency under Scenario 1 and Scenario 2, though localized deficiencies remain where added connectivity concentrates new demand.
