• Freight Gap Analysis: A total of 6 projects were included in the TDM. These were coded as additional links following the same strategy as the roadway gap projects. • Railroad Crossings: A total of 7 railroad crossing improvements were included in the TDM network. These projects involved removing the at-grade crossing, which essentially removes the delay on the link due to such crossing. To reflect this improvement, the capacity of the links immediately adjacent to the railroad crossing was increased by an average of 9%. This value was estimated based on the expected time savings resulting from the removal of an at grade railroad crossing. Using the gate-down time, i.e. the minutes during which the crossing is closed for train movements, the corresponding increase in available vehicle operating time was converted into an equivalent hourly capacity change for each crossing. • CtC Priority Projects: A total of five projects were included in the network, corresponding to the priority projects identified through the CtC needs assessment and prioritization process described in Section 5.2.3. These projects reflect key mobility needs within the Core and are discussed in further detail in the following section.
