5.2.2.1 Panther / Rock Island to Stockyards Improving connectivity between Panther Island, Downtown, and the Stockyards requires alternatives to the heavily congested 28th Street and Main Street corridors. Key strategies include creating new Trinity River crossings, separating railroad grades to reduce delays, extending roadways, and enhancing I-35W access with improved exits and frontage roads. Dedicated transit rights-of-way could further support high-capacity transit and reduce reliance on single-occupancy vehicles.
