8.6 Comparative Analysis Figure 37 and Figure 38 compare daily traffic volumes between Scenario 1 and the Baseline for the City of Fort Worth and the Core Area. The results show significant volume increases within the Core and on key regional corridors, reflecting the redistribution of population and employment toward central Fort Worth. Volume increases of approximately 2,500 to 10,000 vehicles per day are observed along I-35W and portions of I-820 near Saginaw. Increases exceeding 10,000 vehicles per day occur on Core corridors such as SH 199, I-35W, I-30, Main Street, North Henderson Street, East 6th and 7th Streets, Hemphill Street, West Lancaster Avenue, East Belknap Street, West Weatherford Street, Forest Park Boulevard, and portions of East Northside Drive and North University Drive. Figure 39 and Figure 40 present V/C ratios and AM Travel Time Index (TTI) between the Baseline and Scenario 1 within the Core. Interstate ramps and frontage roads experience higher V/C, leading to longer queues and increased delays. Key downtown corridors, including Main Street, North Henderson Street, Samuels Avenue, and West 7th Street, are projected to experience travel time that are double or more compared to Baseline conditions. Overall, Scenario 1 demonstrates that concentrating growth in the Core substantially increases traffic demand on central corridors and access facilities. While this redistribution reduces growth pressure in outlying areas, it shifts congestion toward the Core and eastern corridors such as I-820, I-35W, SH 199, and the Chisholm Trail Parkway (CTP). Without targeted transportation investments, operating conditions are expected to deteriorate, particularly in Downtown and North Henderson, where major redevelopment initiatives such as Panther Island and Rock Island will further strain the roadway network. These findings highlight the need for complementary roadway and multimodal improvements to support continued growth while maintaining acceptable mobility in the Core.
