While Scenarios 2 and 3 do not eliminate congestion across all facility types, both scenarios show reductions in LOS F mileage on minor arterials and collectors, indicating localized operational benefits from targeted roadway investments. Principal arterials and frontage roads, however, experience a slight increase in LOS F mileage in Scenario 2, suggesting the need for additional improvements to accommodate increased traffic volumes feeding into these facilities from enhanced local connectivity. Scenario 3 shows an increase in LOS F mileage on managed lanes. Overall, the results reinforce that land use intensification alone is insufficient to reduce congestion and must be paired with strategic roadway investments and mode-shift strategies to achieve systemwide performance improvements.
