Embedded throughout the top five issues identified in the Focus Groups was the greater impact on and unique concerns of special populations – those with physical, intellectual, or behavioral health issues, as well as other disenfranchised groups facing stigma or fear of discrimination (e.g., transgender individuals’ fears of reprisal from making complaints about services). There was a shared recognition that understanding the needs of these older adults, and relevance and appropriateness of services should be prioritized by all providers.
