La PPO enquête Rappelons que le 30 mai dernier, le quo- tidien Ottawa Citizen rapportait une opéra- tion de l’unité de lutte contre l’escroquerie de la Police provinciale de l’Ontario (PPO). Des policiers tentaient d’interroger trois membres du conseil municipal, soit le maire Marcel Guibord et les conseillers Guy Félio et Diane Choinière, relativement à des communications par courriels entre les trois élus ainsi que l’avocat Stéphane Lalonde. Les courriels renfermaient des conseils pour évincer Daniel Gatien au sein de l’administration municipale. On se rappelle que la municipalité, et en particulier Daniel Gatien, avait fait l’objet d’attaques répétées de la part du journal Les Mousquetaires et de son éditeur, Sté- phane Lalonde, entre 2008 et 2010, ce qui a poussé M. Gatien à lancer une poursuite pour diffamation et harcèlement. Selon l’entente d’indemnisation adoptée par le conseil municipal, la municipalité acceptait de payer les frais juridiques de Daniel Ga- tien pour lancer sa poursuite.

ROCKLAND | Alors qu’une enquête sur de possibles activités illégales suit son cours à la PPO, le maire de Clarence- Rockland, Marcel Guibord, a décoché sa propre flèche à l’endroit de l’ex-directeur général, Daniel Gatien. Le maire a rendu publics 46 documents sur le site Web de la municipalité qui soulèveraient des questions sur le comportement de l’ancien administrateur. «Ne pas dévoiler ces documents pour- rait être interprété par une cour de justice comme complicité après le fait d’une infrac- tion», souligne le maire dans une lettre ad- ressée aux citoyens de Clarence-Rockland publiée sur le site Web de la municipalité et envoyée aux médias vendredi dernier. Les documents, qui ont été dévoilés en vertu de la Loi d’accès à l’information, sont disponibles sur le siteWeb de la municipali- té. Le maire explique qu’il a décidé de les rendre publics de cette façon «afin d’éviter des commentaires hors contexte ou des déclarations trompeuses concernant leur contenu». Comme la loi le prescrit, les demandes d’accès à l’information se font toujours sous le couvert de l’anonymat. Selon le maire, il y aurait suffisamment de preuves dans ces documents pour soulever de sérieuses préoccupations sur la façon

SIU closes book on Orléans shooting incident
gation. The officer who was the subject of the investigation provided a copy of his field notes for the day of the incident but declined an interview as was his legal right. The final investigation report of the June 4 incident stated that late in the afternoon the suspect had an argument with family members at his home on Tenth Line Road. He became angry during the argument, caused some damage within the house and then left the premises. The suspect then walked into the north- bound Tenth Line Road traffic lane, causing traffic to stop. He jumped on the hood of one car whose driver had two children in the back seat. He kicked out the window of that car, frightening the occupants and also causing one of the children to leave the car and run out onto the street. The suspect then went over to another vehicle and tried to start a fight with the driver by throwing rocks at the vehicle. He
then went back into his house and came out again, armed with a butcher knife. The police had arrived by that time and noted vehicles and pedestrians crowding at the scene. The subject officer drew his gun and or- dered the suspect several times to “get down!” But the suspect instead taunted the officer with the knife. The officer took a cou- ple steps back and the suspect then began to close the distance between them, still ignoring orders to drop the knife and get down on the ground. When the distance between the two men was between 10 to 15 feet, the officer fired his gun twice. One bullet hit the suspect in the upper right chest and came out of his back while the other bullet hit him in the upper right arm. He dropped to the ground and was taken into custody for transport by paramedics to Ottawa Civic Hospital for treatment. He is at present reported in sta-
ble condition pending further results of the original police investigation. SIU Director Scott stated the report indi- cates the officer acted in a proper manner, given the suspect’s “bizarre and aggressive manner” and the threat to the officer and others. “Accordingly, in my view, the officer was justified in discharging his firearm twice in an attempt to stop this imminent threat.” The SIU is an armslength agency that in- vestigates reports involving police where there has been death, serious injury or al- legations of sexual assault. Under the Police Services Act, the SIUmust consider whether an officer has committed a criminal offence in connection with the incident under in- vestigation depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid and report the results of any investigations to the Attorney General. ORLÉANS | There will be no charges against an Ottawa Police Service officer who shot a knife-wielding suspect in Or- léans last month. The Special Investigations Unit (SIU) fin- ished its investigation of a June 4 incident in the Tenth Line Road area near the Innes Road intersection. SIU Director Ian Scott stated in a news release that “the subject officer had a reasonably held fear of immi- nent harm or death to himself or others in the immediate vicinity” and was justified in shooting the 20-year-old suspect. The SIU assigned four field investigators and two forensic investigators to the case. Six witness officers and 25 civilian witness- es were interviewed as part of the investi-

St-Amour, mais le timing n’est pas trop bon». «Les deux gouvernements ont de grosses dettes et doivent penser au Upper Canada Village qui leur coûte très cher», ajoute M. St-Amour. Mais M. St-Amour estime que les objec- tifs étaient trop ambitieux: «Les plans sont
très gros. Depuis quelques années, c’est passé de 2M$ à 8M$. Peut-être que l’objectif devrait être plus petit. Les discussions se- raient plus sérieuses avec tous les paliers», a déclaré le maire de La Nation, François St- Amour. Les Comtés unis de Prescott et Russell (CUPR) ont donné leur appui moral au pro- jet en 2010, mais attendent tous les détails des études de faisabilité avant d’octroyer un soutien financier, a confirmé l’adjoint à la direction et communications des CUPR, Justin Bromberg. Même chose du côté de la municipalité de La Nation. Jusqu’à présent, les promoteurs ont amassé environ 100 000$ en dons provenant de citoyens. Ils doi- vent combler un manque à gagner de 1,9M$ par rapport à l’objectif de 3M$ qu’ils s’étaient fixés pour la campagne de financement qui a commencé en 2012. Le coût total du projet est estimé à 8M$. «Nous sommes satisfaits du nombre de dons que nous avons reçu pour l’instant (…) je crois que les gens n’hésiteront plus à investir dans le projet quand ils verront le village se construire», a avancé M. Laplante. Les plans du Village d’antan fran- co-ontarien sont terminés et il ne reste que ceux des ingénieurs pour commencer la construction, a ex- pliqué le président du CA du VAFO. Une fois le projet mis sur pied, les revenus proviendront des droits d’entrée, des locations de boutiques et de la vente de produits dérivés. Bookkeeping error favours Cumberland ward
The finance report presented to council stated that the special reserve fund had an unspent balance of $56,214 as of this year. The report recommended that all unspent money be transferred to the City Wide Re- serve Fund and the Cumberland Reserve Fund then closed. But a further review revealed that there remained an outstanding commitment of $20,000 from the Cumberland reserve fund for the Cumberland Agriculture Soci- ety. This amount was not included in the final tally of the unspent funds. Council approved a resolution to amend the finance report on the Cumberland Reserve Fund. The amendment notes the
$20,000 still owed from the fund to the ag- ricultural society and states that it be paid out first before any other action is taken regarding the fund. For now the Cumberland Reserve Fund
will remain active with $36,214 left in un- spent funds. That money will remain avail- able until the end of the year to assist with community projects in the Cumberland ward.

OTTAWA | An accounting oversight means a little extra money still left to help with community projects in Ottawa’s east end. City council approved an amendment to a motion from its finance committee deal- ing with a staff report on the Cumberland Reserve Fund. The fund was set up in 2001 with an allocation of about $2 million from the city that was dedicated to assist with various worthy community projects for the Cumberland ward.

Home invasion rattles Wendover family
Fleming, was alone in the house with her 16-month-old baby girl. Katelyn and her daughter live downstairs in the basement suite which is connected inside to the up- stairs. Around themiddle of the afternoon, Kate- lyn heard a knock on the front door upstairs. She went to answer and found a youngman on the doorstep. There was a bike lying on its side just outside the house. The young man asked if someone named Tori was in. Katelyn told him they’d just moved in and didn’t know anyone named Tori. “He was very polite,”Cynthia Fleming said, recalling her daughter’s recollection of the incident. “He said, ‘Thank you’, and left.” Half an hour later the stranger came back. Katelyn answered at the door again and opened it to see the same young man. This time not so polite.
“He grabs her arm and puts a knife to her stomach,” Cynthia Fleming said. “He pushed her up the five steps of our raised bungalow, and he’s yelling, ‘Where’s Tori?’ and cursing.” At that moment the baby downstairs started crying. The intruder dropped his knife, perhaps in surprise, Katelyn took quick advantage of the distraction and pushed him down the steps. He stumbled downstairs to the door, shaking his head, seeming confused and disoriented. Katelyn followed and shoved him outside the still- open door, slammed it shut and locked it. Then she called 911. The police arrived soon after. The youth had fled. The police took down Katelyn’s de- scription of him and then searched around the neighbourhood. The bike was later found abandoned in a ditch. The home invasion case remains open
and police have checked in with the Flem- ings to keep them updated. For now, the family is dealing with the stress and the fear left behind by the stranger on their door- step. “In the last few days, Katelyn will now go outside,” Cynthia Fleming said. “But other- wise, she stays inside with the doors locked.” The OPP are looking for information on a youth, age between 14 and 16. He is de- scribed as about five-foot-nine, 180 pounds, with light brown shoulder-length hair, and a large amount of facial acne. At the time of the incident he was dressed in shorts and a patterned T-shirt. The bike he had with him at the time and later abandoned was red- and-white in colour. A home invasion incident has robbed a mother and daughter of the safe and secure feeling they once had when they arrived in the village in Alfred-Plan- tagenet Township. “We moved to a small community think- ing it would be really safe,” said Cynthia Fleming. “It’s overwhelming. Mental health services in EasternOntario continue to get a huge boost froma fun and popular fund-raising tradition. The 10th anniversary edition of the Subway Brunet Golf Tournament at The Nation Golf Club near Curran July 5th was another huge suc- cess, raising $50,000 for the Champlain East branch of the Canadian Mental Health Association. Since its inception, the event, organized by Pascal, Jacques and Chris- tian Brunet, has collectedmore than $300,000 for efforts to reduce the impact mental illness has on the community. “People really believe in the cause,” notes Pascal Bru- net, whose family owns 11 Subway restaurants in the district. Each year, 153 players, the maximum allowed, sign up for the tourney. Some players actually register a year in advance. The first year, the tournament netted about $15,000. “Every year, the to- tal keeps going up,” said Brunet, who had hoped to raise $45,000 this year. Nouveaux records établis au cube Rubik
tition Rubik’s Canadian Open 2013 qui se tenait les 6 et 7 juillet derniers, à To- ronto. Les deux Rochelandais ont d’ailleurs battu des records nord-américains. De son côté, Antoine Cantin a battu le record au cube 3x3x3 une main avec une moy- enne au chrono de 13,23 secondes. Il est
devenu le plus rapide en Amérique du Nord, troisième plus rapide au monde. Louis Cormier s’est illustré dans la dis- cipline megaminx (cube à 12 côtés). Il a résolu le cube en 53,98 secondes soit le cinquième meilleur temps au monde. Ils ont été les deux participants les plus décorés de la compétition nationale. Sur papier, Antoine Cantin détient six reco)rds canadiens et un record nord- américain. Louis Cormier détient huit records canadiens et trois records nord- américains. Ils ont également battu plusieurs re- cords canadiens. Les nouveaux records canadiens de Louis Cormier: 4x4x4: 39,73 secondes (moyenne), pyraminx: 4,54 sec- ondes (moyenne). Ceux d’Antoine Cantin: 3x3x3 une main: 11,59 secondes, single pyraminx: 3,02 secondes. Il faut comprendre également que la compétition des 6 et 7 juillet se vou- lait en quelque sorte un réchauffement pour les championnats mondiaux qui se
dérouleront à Las Vegas du 26 au 28 juillet prochains. Ces championnats se tiennent tous les deux ans. Reste maintenant à voir si les jeunes représentants de Rockland réussiront à monter sur le podium sur la scène inter- nationale.

Voilà comment le président du Festival Country Western d’Alfred, Daniel Chabot, a décrit la 27e édition de l’événement popu- laire qui avait lieu en fin de semaine. Organisé par les Chevaliers de Colomb Conseil 3486 d’Alfred, le festival de musique
a, depuis le début, attiré des grandes foules, a rappelé M. Chabot. En effet, les organisateurs estiment que quelque 10 000 personnes ont assisté aux spectacles. Encore une fois cette année, une grande partie des amateurs ont campé sur les terrains du festival, près du parc munici- pal. Quelque 500 roulottes et motorisées étaient sur les lieux, du 10 au 14 juillet. Les Québécois forment 75%de la clientèle
du festival, alors que des gens du nord de l’Ontario constituent aussi une bonne par- tie des amateurs fidèles. Alfred fait partie d’un itinéraire que les mordus de la musique country western suivent entre avril et octobre. La série des festivals commence à St-Robert, Québec, au printemps, et se termine à St-Henri de Lévis. Le prochain arrêt est Wendover, où le Fes- tival Western Optimiste 2013 se tient du 16 au 21 juillet. Born Country aura également lieu sous le chapiteau, du vendredi au dimanche. Parmi les artistes invités, on retrouvera, entre autres, le coup de cœur de l’an dernier, le groupe Coco Country Band qui sautera sur scène pour clôturer la journée du vendredi. Ajoutez à cela les Cousins Branchaud, Irvin Blais, Marc-André Lemieu, Phil Denault, Rhéal Leblanc et plusieurs autres excellents artistes. Dimanche, à compte de 10h30, aura lieu la traditionnelle messe western en compagnie de Mgr Ernest Léger, sous le chapiteau. WENDOVER | La 29 e édition du Festival Western Optimiste de Wendover se poursuit ce week-end au Centre communautaire Lucien-Delorme. «C’est avec plaisir que nous vous invitons à venir nous visiter dans le cadre de la 29 e édition du Festival Western Optimiste de Wendover», lancent les organisateurs d’entrée de jeu. Vendredi, la musique reprend à compter de 13 h avec Ronald Beauchamp. Du vendredi au dimanche aura lieu la foire artisanale. ROCKLAND | Une femme de Rockland a vu son véhicule mis en fourrière et son permis de conduire suspendu. Le 13 juillet, l’agent Marc Leblanc était en patrouille sur la rue Giroux à Rockland. Le policier a intercepté un véhicule et a décelé une odeur d’alcool chez la conductrice. Celle-ci a fourni un échantillon d’haleine et a échoué à l’alcootest. Shannon Desormaux, âgée de 28 ans, de Rockland, devra se présenter en cour pour répondre à une accusation de conduite avec un taux d’alcoolémie supérieur à 80 milligrammes. Son véhicule a été saisi pour sept jours et son permis de conduire a été suspendu pour 90 jours. Voies de fait Le 12 juillet, les policiers ont répondu à une agression survenue sur le terrain de camping Paradis, à Bourget. À cet endroit, il a été rapporté qu’une jeune personne avait été agressée par un homme. Une enquête a mené à l’accusation d’une personne. Denis Morisette, âgé de 48 ans, de Rockland, devra répondre à une accusation d’agression armée. Vol Un homme a été arrêté pour vol le 12 juillet. Les policiers ont été appelés au Walmart, à Rockland. À cet endroit, des employés ont remarqué le suspect quittant les magasins avec plusieurs articles impayés. Les employés ont suivi l’homme jusqu’à ce que les policiers le retracent. Les articles volés ont été restitués. John Andropoulos, âgé de 53 ans, de Montréal, a été accusé de vol en deçà de 5000 dollars et d’entrave/résistance à un agent de la paix. Méfait Le 14 juillet, les policiers ont répondu à un cas de méfait sur la rue Racine à Casselman. À cet endroit, un ou des individus ont endommagé un camion de restauration. Des fenêtres ont été brisées et la caisse enregistreuse a été volée. Toute personne détenant des renseignements est priée de composer le 613 443-4499. Effraction La PPO demande l’aide du public afin de retrouver les responsables d’une entrée par effraction.
