guage and culture. Co-president Luc Morin observes that the demographics of the region are rapidly changing with the influx of more English- speaking residents. In pressing for a region- wide linguistic policy, ACFO wants to stress the value and advantages of bilingualism, while preserving francophones’ heritage. At a recent meeting, ACFO members also expressed concerns about municipal poli- cies. While all Prescott-Russell municipali- ties provide services in English and French, policies are inconsistent. For example, min- utes and agendas are available in both of- ficial languages but not all documents are written in French. The commercial sign issue has not been a hot topic in Prescott County. “Bilingual signs would reflect our demo- Business owners are the best people to know and decide on the signage that ad- vertises their businesses. The sign debate that had rocked the west- ern end of Prescott-Russell for years may soon be making waves in the eastern sec- tion of the counties. L’Association canadienne-française de l’Ontario de Prescott-Russell is pressing Hawkesbury, Alfred-Plantagenet, East Hawkesbury and Champlain to force busi- nesses to post signs in both official lan- guages. The Nation, Clarence-Rockland and Cas- selman have already emulated Russell Township, whose controversial 2008 by- law recently withstood a court challenge. Russell requires that all new exterior com- mercial signage contain both official lan- guages. ACFO will face opposition in its bid to have the remaining four municipalities adopt mandatory bilingual sign laws. Already one group, Canadians for Lan- guage Fairness, has served notice that it will attempt to block the proposal. The organi- zation, based in Ottawa, had vehemently opposed the Russell Township by-law, con- tending that obligatory French-language bilingual signs were an infringement on freedom of expression and an attack on in- alienable rights granted by God. ACFO asserts that bilingual signage is a way to protect the Franco-Ontarian lan-

Richard.mahoney@eap.on.ca HAWKESBURY| Adult students in Pres- cott-Russell ought to be better served when the Upper Canada District School Board opens new continuing education venues in the region in the fall. That is the word from the UCDSB, which has opted to withdraw from the Eastern Ontario Training and Education Centre, a move that has raised concerns among stu- dents and staff. “People had tears in their eyes,” said a former EOTEC employee, relating that lit- tle information about the fate of English- language continuing education programs had been made available. However, the board will give a “heads up” to all those affected before a new sep- arate training centre opens in September,

assures David Coombs, Superintendent of School Effectiveness with the UCDSB. The board has decided to not renew the partnership it had with the Conseil scolaire de district catholique de l’est ontarien and le Conseil des écoles publiques de l’est de l’Ontario. Prescott-Russell was the only area in the board’s jurisdiction where the alternative education program was not aligned with the rest of the board’s alternative educa- tion system, explains Coombs. In September, the UCDSB will open loca- tions to serve the Hawkesbury, Casselman and Russell-Rockland districts under the T. R. Leger School for Adult, Alternative and Continuing Education banner. The exact location of these three schools has not yet been determined.
