UPDATE TO WORKPLACE PENSIONS REFORM GUIDANCE

10 August 2011 The Pensions Regulator has recently published an update to its detailed guidance on workplace pensions reform. This update draws attention to two key areas of the reform which would be affected by the proposed changes to the regulations arising from the Pensions Bill 2011 (detailed in the Department for Work and Pensions' consultation document). The proposed changes are: · the removal of 'Process 2' for assessing workers from the guidance Assessing the workforce · revised staging dates for small businesses that are part of a larger PAYE scheme which is from the guidance Getting ready An appendix in each document lists all the revisions. Visit the TPR website for more information and to download the latest versions. 17 August 2011 The Pensions Regulator has published updated guidance for employers as they get ready for the introduction of auto-enrolment. There are also revised staging dates for some smaller employers who share PAYE schemes with other businesses. Revised dates will apply to employers who have less than ten members of staff but who are part of a PAYE scheme with more than 239 members. Under the revised guidance a business fitting this description that is part of a PAYE scheme with 250 members would have its staging date moved from 1 February 2014 to 1 January 2016. 24 August 2011 Draft regulations to cement workplace pension saving reforms have been published which will underpin automatic enrolment. The regulations have been drafted to include changes to make it easier for employers to understand and operate their new duties. The Policy team have reviewed the consultation and feel it will be beneficial to gather member feedback on certain areas and have created a survey to do just that. The consultation includes: amendments to existing legislation to reflect policy changes arising from the Making Automatic Enrolment Work Review, including measures to manage the burdens on business, such as allowing employers to apply waiting periods in respect of eligible jobholders; a series of minor amendments intended to clarify the policy and remove legislative obstacles; TPR UPDATED GUIDANCE CIPP POLICY SURVEY: DRAFT REGULATIONS
