The government have published a consultation document to introduce measures contained in previous legislation to allow the write-off of some child maintenance arrears in limited circumstances and to accept part payment as full and final settlement of arrears. The consultation will run between 19 December 2011 and 12 March 2012.

CIPP RESPONSE TO CMEC CONSULTATION

24 February 2012 Last December the Child Maintenance and Enforcement Commission (CMEC) published a technical consultation on draft regulations. The consultation was to introduce measures contained in previous legislation to allow the write-off of some child maintenance arrears in limited circumstances and to accept part payment as full and final settlement of arrears. Although the CIPP policy team did not feel that surveying the membership was appropriate as the nature of this consultation impacted parents rather than employers or the payroll industry, we did want to comment on a couple of areas of the document. TREASURY LAUNCHES REVIEW OF RED TAPE IN THE TAX SYSTEM

25 May 2011 The Telegraph reports that HM Treasury has launched a review of how small businesses are handicapped by red tape in the tax system. The Treasury has asked the Office of Tax Simplification to identify how bureaucracy in the tax system holds small businesses back. Exchequer Secretary David Gauke said he wanted the OTS to identify ways to improve the way HMRC interacts with small businesses, including the processes involved in starting and growing new firms. It has emerged that one of the first areas to be examined could be how small businesses pay tax on the earnings of people working for more than one employer. Mr Gauke has said this area needs to be examined as part of HMRC's review of PAYE. He has shown support for the idea of a flat rate of PAYE for the first five years when a new business sets up. Business advisors to HMRC have already called for reform of the tax system to better reflect modern working practices, including "portfolio" working. The CIPP welcomes this and will keep you updated on the progress of the review.

CONSULTATION ON THE REMOVAL OF 36 TAX RELIEFS

1 June 2011 Following the Office of Tax Simplification’s report back in March, a consultation has now been published to gather evidence on the impacts of removing 36 tax reliefs. The CIPP policy team will not be responding to this consultation but if you would like to independently submit any comments on any of the tax reliefs listed below, please view the consultation document for full details.
