You can read the latest minutes published by HMRC . There were a number of important topics discussed in December and these include: RTI, HMRC helplines and NINO requirement for automatic enrolment. The published statistics on HMRC’s call handling. The debate extended into whether HMRC’s customers felt the length of time taken to answer calls was acceptable. Most of the group including the CIPP felt that whilst frustrating if the call waiting time was excessive, it was more frustrating to be given incorrect advice. Overall as you will see from the minutes the group felt giving accurate information, first time, was more important than the waiting time. An issue that keeps cropping up for payroll professionals is around automatic enrolment. ECF now has this topic on the agenda for future meetings and the CIPP and others took the opportunity to raise the issue of National Insurance Numbers again with TPR. The CIPP is still receiving reports that pension providers are insisting where there is no NINO present; a temporary NINO must be supplied for a pension record to be set up. As payroll professionals are aware there is no such data item as a temporary NINO and therefore cannot enter one. Payroll professionals should note the following from The Pensions Regulator: Those with accountancy interests should note the discussions on the ESC19. Andrew Fleming reported that this has been raised with the Industry Liaison Team who are responsible for meeting Employers staging in 2012 and early 2013 but also the industry suppliers including Pension Providers, Schemes and Middleware providers. The information we are receiving is that they are not insisting this is present in order to establish a record and it will be pointed out that if they do so they will make the Pension Scheme being used NOT QUALIFYING as there should be no barrier to establish a record. “National Insurance numbers

Also discussed were the changes made to the P46 (Short) and the suppression of automatic coding notices for BR/D0 when the P46 is either unsigned or box C is ticked. The CIPP is currently running a survey to assist HMRC in understanding whether these actions have made a difference to employers. The survey closes on 22 February; make sure you have your say.

As you would expect there was an update on Real Time Information, along with the plans around personal taxation.
