HMRC has published information regarding their work with agents. The CIPP can also confirm HMRC is looking at how they work with employers and pension providers.

HMRC has published information regarding their work with agents. HMRC says it recognises the concerns raised by agents in response to last year's consultation - 'Establishing the future relationship between the tax agent community and HMRC' about proposals for an 'agent view' (bringing information together on agents and their clients) and improving standards. This work will now proceed at a slower pace and HMRC has made a commitment to the professional agent bodies through the Joint Tax Agent Strategy Steering Group (JTASSG) that there will be full transparency and consultation. Read more. In addition to this agent strategy HMRC are also looking at how they work with employers and pension providers as part of the wider developing Personal Tax Strategy. As you would expect HMRC has numerous projects underway, and it is important that any new strategy is joined up with other initiatives. HMRC will of course consult with employers and pension providers when they are at the appropriate stage with this work.

CIPP members and those who are members of the CIPP LinkedIn group recently expressed their disappointment that the CIPP was not a member of the Joint Tax Agent Strategy Steering Group (JTASSG). We are pleased to confirm that whilst at this time we are not a member of this particular forum, HMRC is committed to sharing information and receiving feedback on this group’s discussions. A number of items are discussed in other forums that the CIPP policy team attends, but it is always useful to have an additional avenue to allow us to contribute directly to the Chair of this forum and share the payroll community views with members of JTASSG.

The Chair of the JTASSG has provided the following information to enable the payroll profession/agent community to provide feedback.

You may recall last year’s consultation, Establishing the future relationship between the tax agent community and HMRC and HMRC’s response which was published in December 2011

Since then a lot of work has been going on behind the scenes and in consultation with the Joint Tax Agent Strategy Steering Group , (JTASSG) but we also want to discuss our proposals with agent representatives who are not members of JTASSG. The Strategy aims to transform the relationship between agents and HMRC to recognise and value the role agents play in the tax system and the changes introduced will lay firm foundations for HMRC’s future relationship with agents. There are three key components to the current Tax Agent Strategy Programme:  developing a secure online process (previously referred to as enrolment) whereby agents apply for a Unique Agent Reference (UAR).  developing new online services for agents .  creating an ‘agent view’
