We reported last month that the Child Support regulations had been laid along with the government’s response to the consultation document on the proposed changes. The regulations came into force on 10 December 2012. As described previously the DWP intend to introduce the new scheme in stages, with the first applicants being those with four or more children, therefore it might be some time before the majority of employers can expect to receive a new order.

AN ALTERNATIVE WAY OF CONTACTING CSA

We have been contacted by a member who had been experiencing problems using fax to respond to CSA earnings enquiries.

The member had been given an email address to use instead and wondered if it were possible to use this email address for all future enquiries. We are pleased to confirm that this is indeed the case. DIRECT EARNINGS ATTACHMENT GUIDE - UPDATE

The DEA helpline number will not be available until 8 April 2013.

The CIPP published the DEA guide on 20 March (see below); contained at the end of the guide is a help-line number. Please note this number is not “live” until 8 April when the pilot goes live. Also members should note the DWP will be working closely with payroll software providers over the coming weeks, and the CIPP are confident our software providers will do their very best to implement this new legislation into our software as soon as they are able. Employers are unlikely to receive any order requests until at least the end of April.

DIRECT EARNINGS ATTACHMENTS – EMPLOYER GUIDE

The DWP have provided the CIPP with the DEA Employer guide which provides guidance for employers to use as from April 2013.

The CIPP was alerted to the above legislation, due to come into force from April 2013, earlier this year. Since then we have been working closely with the DWP and payroll software providers to ensure this employer’s guide will advise employers how this new Attachment of Earnings Order will work.
