DEO SCHEDULE REPORT FORMATS FOR NEW CHILD MAINTENANCE SCHEME

We reported in CIPP News last week that the regulations for the new child maintenance scheme are coming into force next month. The DWP has published details of the standardised report formats which payroll software developers are being asked to implement.

The Department or Work and Pensions (DWP) has published the following message:

Payroll software – Standardised Child Maintenance Deduction of Earnings Order (DEO) Schedule report

The DWP plan to go live with a new child maintenance scheme on 10 December 2012. The new scheme will be managed by the Child Maintenance Service (CMS). The scheme will require some changes to the way that employers manage Deductions from Earnings Orders (DEOs). To support these changes the DWP are asking software developers to standardise the report formats for their software. Standardisation of this report format will enable the CMS to upload these reports via a new employer self-service website, using both XML and CSV formats, automating the processing of a significant percentage of these submissions. This automation will benefit employers by reducing the level of outbound contact required to clarify the information received. Following the introduction of this report format you will see a number of key differences from the current employer DEO schedule reporting, namely:  an 'Employer Reference Number' which links the employer back to an employer record  an 'Employee Child Maintenance Reference Number' which links the individual DEO back to the non-resident parents' record  an optional 'Reason' code, from a pre-defined range, when payments made vary from the normal deduction rate.

The CMS asks that software developers implement this new report format at the earliest possible opportunity.

Employers currently making DEO payments to the CSA are being asked not to make any changes to the way they pay until the CMS gets in touch. This will happen when they receive their first new DEO from the CMS.
