populated Deduction of Earnings Order (DEO) schedule every month and there will also be a new self-service online facility. Support will also be available through an employer helpline.

The Child Maintenance Service recorded a short webcast in September for CIPP members, which gives a useful overview of the key changes that the new scheme will bring. The 8 minute webcast is available in the member’s area of the CIPP website http://www.cipp.org.uk/en/membership/members-area . There will also be up to date information available at GOV.UK, which as mentioned above has now become the main government information site. The Child Maintenance Service has also provided an email contact address should anyone have any specific questions relating to the scheme Employer.information@childmaintenance.gsi.gov.uk . Just as a final point, members may recall that we referred to the changes as being administered by CMEC (Child Maintenance Enforcement Commission). This term is no longer in use so in all communications they will be referred to as The Child Maintenance Service, Department or Group. They have two key areas of business which are Statutory – Child Maintenance Service and Support – Help & Support for Separated Families.

CHILD SUPPORT MAINTENANCE SCHEME DELAYED

The CIPP supports the DWP in their delay of the new Child Support Maintenance scheme implementation. At a House of Lords debate earlier this week Lord Freud confirmed the scheme changes, along with its plans for implementation. The DWP said “we have always said, our priority is to go live first time with a system that works for clients.” The first tranche will include only those with four children or more, then those with two and so on until the new scheme is open to all applicants. Whilst we appreciate this still means payroll software providers cannot implement the changes for their clients until an exact date is confirmed, expected December 2012, we would much prefer the system is tried and tested before rolling out to all applicants and therefore employers. THE NEW CHILD SUPPORT REGULATIONS LAID

The Child Support (Meaning of Child and New Calculation Rules) (Consequential and Miscellaneous Amendment) Regulations 2012 have now been laid, along with the government’s response to the consultation document on the proposed changes. The regulations come into force on 10 December, however the DWP have not yet confirmed when employer obligations commence. It is still expected to be by the end of 2012, and as soon as the Minister confirms the date we will let you know. As described previously the DWP intend to introduce the new scheme in stages, with the first applicants being those with four or more children, therefore it might be some time before the majority of employers can expect to receive a new order. The response provides a summary of the changes, along with comments made from stakeholders including the CIPP. We had asked for annual earnings to be considered, but the DWP have rejected this suggestion, on the basis that if an individual is only receiving income once a year, the DEO process would not be suitable; the CIPP fully accepts this reasoning.
