What’s next? That’s a question I get asked a lot.

Pearland is a community that is comfortable with change and growth at high velocity. Roads widen, houses get built, businesses start, water lines extend, people get added. Looking back over just the last five years and it’s a different place and I would argue, I can show you, that it is better -- We have a diverse community that is warm and welcoming, a community that embraces change while staying true to the best parts of where we’ve come. But what’s next? We are well positioned for what’s next: We have a robust and diverse economy with services and amenities that will keep us attractive to new visitors and potential residents while retaining residents who want to grow their families or grow into the next phase of their lives. We have outstanding public school districts, unbelievable parks and events and top notch First Responders that keep Pearland safe and City services (water, roads, storm water, etc.) functioning. Simply put, maybe what’s next is more of the same good things and reducing the bad. What’s next is a slower pace of growth in the background to let us catch our collective breath. But we are not resting. From the voter-approved 2019 bond issue, for the City side of community life, we are going to be building more roads and adding needed City facilities, a fire training burn building and an animal shelter. We will be reducing the bad parts of the rapid growth phase with additional road improvements and boosting even further our resiliency to intense weather with more storm water drainage improvements. So, what’s next? People who came to Pearland before us made bold decisions and staked out a claim for what Pearland could be next to Houston, the USA’s fourth largest city with a dynamic economy and lots of attributes. Now we’re ready to lay claim to being that cosmopolitan suburb that has most everything needed to be successful. Thanks for your part in this progress, the feedback you provide to shape this community and the trust that you place in our team to realize those dreams.

WATER METER Installation

Implementation of Pearland’s new smart water meter system began on April 29 with installation of new meters in the pilot neighborhood of Southwyck. Approximately 3,500 meters have been installed to date. The current meters are nearing the end of their expected service life, and the upgrade aligns with the City’s vision in infrastructure investment by leveraging technology. The City’s upgrade to Advanced Metering Infrastructure (AMI) from the existing Automated Meter Reading (AMR) will continue to accurately measure, assist in reducing water loss and provide information related to water service. The new smart meters also feature more de- tailed customer-facing data that will be available closer to real time, which will improve transparency and empower residents to take control of their water usage through a web portal. Three hundred new meters have been installed with hopes of installing up to 600 meters per week. The contractor also plans to complete all smart meter installs—approximately 37,000 meters—in the city by the end of January 2020.

Community-Wide Programming Initiative Inspires TEEN-FOCUSED DISCUSSIONS

On April 3, a group of teenagers gathered together at Pearland City Hall to discuss a topic valuable to them and many other young adults: opportunity. The initial conver- sation led to an additional gathering on May 1 to further de- velop the initiative and welcome additional organizations and teens to the discussion. The meeting between the five young adults and four local organizations was inspired by the City’s Communi- ty-Wide Programming Initiative, a forum where local orga- nizations share, communicate and collaborate recreational programming and enrichment opportunities to community members. Last May’s teen-focused discussion was prompted by the Initiative’s previous meeting, in which organizations vocal- ized challenges in developing and executing teen-targeted programming. As a result, teen representatives were asked to provide greater perspective on their needs, preferences and key service areas and areas of interest. The discussion found that teenagers primarily look for a safe and welcoming space built on trust and already-de- veloped relationships with their peers. Teens are skeptical to participate in activities where they do not already have existing relationships. In participating with their friends and peers, and meeting new friends and peers, they hope to expand their network while also adding to their personal growth and achievements.

THE TEEN SUMMIT The initial meeting also prompted the creation of a plat- form for collaboration and activation for Pearland teens in clubs and organizations, though inclusive of teens who may not participate in clubs and organizations. The plat- form was dubbed a “Teen Summit.” The Summit would be developed and led through collabo- rative efforts between teen leadership and organizational support. Bridging gaps and eliminating obstacles such as competition, social pressures and socioeconomic barriers, the Teen Summit would focus on skill building, leadership, mentorship and topics important to youth in order to cata- lyze teen success beyond high school. In the May meeting, the Community-Wide Programming Initiative scheduled follow-up meetings to establish frame- work and a vision for the Initiative, identify and invite other key organizations and identify additional teens to join in the leadership of the initiative.

About Community-Wide Programming Initiative Community-Wide Programming meetings were developed by the Recreation Programs division of the City of Pearland Parks & Recreation Department. These meetings were created to provide a forum for local organizations to share, collaborate and communicate recreational programming and services they provide. Insight provided at these meetings aid in identifying programming strengths, areas of improvement and needs within the community. Attendees to Community-Wide Programming meetings include the City of Pearland Parks & Recreation and Communications departments, Tom Reid and Westside Libraries, Vic Coppinger Family YMCA, Pearland ISD RISE Mentoring and local teens.

Pearland Residents Get

PERSONALIZED RESIDENT HUB The City of Pearland is always looking for opportunities to leverage technology to improve various aspects of life for Pearland residents. The latest release is an upgrade to the Geographic Information Systems (GIS) website to improve usability for the current audience and leverage technology to provide a new resource for residents.

The latest version just released includes a search bar where a resident can input their address. It leads to a resident hub that will provide relevant, hyper-local information that is customized based on that resident’s address. A circle of `Near Me’ information automatically compiles onto the map restaurants, construction permits, garage sales and public parks and facilities.

Leveraging Technology and Geographic Information Systems for Hyper-Local Content A new design for the City of Pearland’s popular interactive mapping and database system, gives a wealth of public information for any address within the city. The design positions the City’s mapping as a hub for important information to residents and businesses.

“The goal was to upgrade the GIS website to mod- ern-day standards with new technology for better flexibility, a clean design for ease of use and a mobile adaptive foundation so it can be used anywhere.” said Dan McGhinnis, Chief Information Officer. He contin- ued, “As we were working through the redesign, we realized there was a great opportunity to aggregate information that we see our residents looking for all the time, so it made sense to add that component and broaden the GIS website target audience.” The City of Pearland’s website had 456,048 visitors in the last 12 months (7/1/18-6/30/19). The GIS portal had 19,382 visitors which is expected to grow with the enhancement. The City of Pearland IT Department is responsible for keeping the City secure and connected through the use of technology. Geographic Information Systems is a division within the IT Department which is re- sponsible for maintaining geo-based information and supporting all departments that use map information to continually improve Pearland. New Geographic Information System (GIS) Homepage with Search Bar for Resident-Specific Information In addition, residents will be able to find information about trash schedules, districts, zoning, appraisals and community news relevant to their neighborhood and area of town. The interactive map includes infor- mation about car crashes, garage sales, commercial and residential permits and the health grades of restaurants within one mile of their address. New Interactive Map with One-Mile Radius Around Resident Address This new feature is part of a larger rebrand of the Geographic Information Systems (GIS) website, which is the home for all of the maps and geo-specific information used by the City of Pearland and the development community. Builders use the website daily to see public information on utilities and other infrastructures.

From childcare at the Pearland Recreation Center Kidz Korner and coaching youth sports, to City-sponsored community events, to overseeing logistical and recreational activities for all ages and many interests, the City of Pearland provides several recurring and special event volunteer opportunities. The City’s volunteer force boasts diversity, hailing from a variety of career fields, interests and walks of life. Many volunteers are students, teachers, medical professionals, or active members of their communities, and are often involved with nationally or locally recognized non-profit organizations, federal departments, or religions. “The most important part of this story isn’t about the number of volunteer hours in any given year,” said City of Pearland Volunteer Coordination Patricia Wiley. “It is the people who freely give their time and talents to make an impact on the community.”

The City of Pearland Parks & Recreation has made it easy for you to get registered for the class of your choice. A participant may not register more than seven days after a class has started. Classes will not be prorated for an individual registering after a class has begun. There are two ways for you to submit your registration:

Financial Assistance Program Pearland Parks & Recreation strives to make recreational programs and memberships available to as many residents as possible.

The department recognizes some residents are unable to participate due to financial circumstances, therefore, financial assistance is offered to those who qualify. The Financial Assistance Program is a discounted percentage applied to Pearland Parks & Recreation programs and/or memberships. Approved funds will not be applicable for day pass users, outdoor pool passes, team registrations, contractual programs or facility/pavilion rentals.

Funding is made possible through The Forever Parks Foundation, an advocate for the department committed to improving the quality of life of residents through Parks & Recreation . The funds are limited, and will be disbursed on a first-come, first-served basis.

Preschool Aquatics Level 2 marks the beginning of independent aquatic locomotion ARC PARENT & CHILD AQUATICS Designed for children 18 months to 3 years of age, and their parents. Participant will: practice blowing bubbles; explore submerging the mouth, nose, eyes and head completely; explore buoyancy on the front and back; gliding on the front and back with assistance; explore submerging in a rhythmic pattern; beginning swimming using combined arm and leg action on the front and back with assistance; changing body position in the water. Children must wear a swim diaper with a swimsuit over it until they are potty-trained. Children ages 9 months–17 months may register in the class, however the curriculumwill be geared to ages 18 months–3 years. INFANTS & WATER Aquatic programs for infants are available at the Recreation Center & Natatorium through an independent contractor. This is not a learn-to-swim program, but the class focuses on survival skills. The objective of these programs is to provide infants with skills to remain safe in aquatic environments. The minimum age for this class is 6 months. BAY AREA STARS DIVING TEAM Introduces fundamental diving skills to

participants. This includes forward and backward take off, in entries and dive positions. An effort is made to inform all divers about participation in various Amateur Athletic Union meets. We strive to have fun, get in shape and be safe. Prerequisite: all participants must become a member of AAU, display an excellent attitude and be able to swim down to the bottom of 12.5 foot pool and swim to the side of pool. ADULT AND PEDIATRIC FIRST AID/CPR/AED The Adult and Pediatric First Aid/CPR/AED course incorporates the latest science and teaches students to recognize and care for a variety of first aid emergencies such as burns, cuts, scrapes, sudden illnesses, head, neck, back injuries, heat and cold emergencies and how to respond to breathing and cardiac emergencies to help victims of any age - adults (about 12 years and older) and pediatric (infants and children up to 12 years of age). $81.60 resident / $102 non-resident 10+ years RCN Sat., Oct. 12 – Nov. 30, 10 a.m. – 5 p.m. Certificate Issued and Validity Period: Certificates will be emailed within 4 weeks of course completion and will be valid for two years. LIFEGUARD CERTIFICATION CLASS

The purpose of the American Red Cross Lifeguarding course is to provide entry-level lifeguard participants with the knowledge and skills to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until emergency medical services (EMS) personnel take over. Blended learning combines online learning with in-person skills sessions where you will practice skills and demonstrate competency. Please plan to complete all eLearning modules, including the CPR/AED for Professional Rescuers and First Aid final eLearning exam, at least two days prior to your first in-person skills session. Most participants complete the eLearning portion of the course in approximately 7 hours.

PREREQUISITES:

$175 resident / $218.75 non-resident 15+ years by last date of class  8998, Sept. 16–20, 4–9 p.m. RCN

■■ Must be 15 years old on or before the final scheduled session of this course. ■■ Swim 300 yards continuously demonstrating breath control and rhythmic breathing. Candidates may swim using the front crawl (freestyle), breastroke or a combination of both, but swimming on the back or side is not allowed. Swim goggles may be used. ■■ Tread water for 2 minutes using only the legs. Candidates should place their hands under the armpits. ■■ Complete a timed event within 1 minute, 40 seconds: – Starting in the water, swim 20 yards. The face may be in or out of the water. Swim goggles are not allowed. – Surface dive, feet first or head first, to a depth of 7 to 10 feet to retrieve a 10-pound object. – Return to the surface and swim 20 yards on the back to return to the starting point with both hands holding the object and keeping the face at or near the surface so you are able to get a breath. Candidates should not swim the distance under water. Exit the water without using a ladder or steps.

Certification Requirements: attend and participate in all class sessions, demonstrate competency in all required skills and activities, demonstrate competency in all required final rescue skill scenarios, pass both the Section 1-CPR/AED for the Professional Rescuer and First Aid and Section 2-Lifeguarding Skills final written exams with a minimum grade of 80 percent. Certificates will be emailed within 4 weeks of course completion and will be valid for two years.
