VISION@EAP.ON.CA PRESCOTT-RUSSELL Rec paving request gone to ground

The McGuinty Liberal government has created a new infrastructure aid program focused on recreation. The Community Infrastructure Invest- ment Fund (CIIF) will provide $49.6 million over the next two years to help with up- grades of community and recreational fa- cilities throughout Ontario. Marc Clermont, public works director for the United Counties of Prescott-Russell (UCPR), was on the road last week doing on-

site inspection and evaluations of portions of various county roads in preparation for a submission from the UCPR for CIIF funding. Clermont is doing final cost estimates on two proposals for CIIF funding. One is fur- ther paving of the Prescott-Russell Recre- ational Trail. The other is for paving along the shoulders of county roads in the south- western sector of the UCPR. The paving would improve highway cycling conditions for tour bikers.

CIIF grants are cost-shared either on a 50- 50 or one-third provincial to two-thirds lo- cal financing basis. Priority approval will go to municipal and county agencies prepared to provide two-thirds of the cost needed for any community or recreational infrastruc- ture. The UCPR council gave Clermont approval during its Aug. 14 committee of the whole session to propose a one-third/two-thirds cost-sharing agreement for a CIIF grant.

L’Orignal | A little asphalt here, a little asphalt there, could add up to some bet- ter biking conditions for cyclists touring around Prescott and Russell if the coun- ties council has good luck with a proposal to the province.

City business travel costs get a little raise on the rates

August regular session of council, revises the per diem expense rates to allow for inflation. If council members or municipal staff use their own vehicle to drive to a con- ference or other special event where they are representing the city, they are allowed 52 cents per kilometre in travel costs. The old rate was 32 cents per kilometre. Other changes include raising the meal

indemnity to $75 maximum for a full day from the former rate of $65. Individual meal rates included two-dollar increases for breakfast and lunch to $10 and $15, a three- dollar increase for dinner to $33, and a two- dollar increase for incidentals to $12. Overnight stays on municipal business now have a $30 per night per diem. The old rate was $25. for the United Counties of Prescott-Russell (UCPR), updated the counties council on paving plans for County Road 19. This year’s capital works budget includes $1 million slated for paving work on the county road. Two sections are targeted, both about two kilometres in length. One is a section of the road east of the

The per diem to cover lost wages for council members and employees, like vol- unteer firefighters, who have to take an en- tire day off of their regular work to deal with city business or call-outs, is increased to $110 per full day. The old rate was $100. The maximum number of days council mem- bers and city staff can claim this per diem remains four consecutive days. village of St-Pascal-Baylon. The other is lo- cated south of Pendleton near where Cobbs Creek empties into the South Nation River. Part of the Pendleton portion of the proj- ect will deal with erosion control. That sec- tion of the county road is often subject to flooding during spring thaws and some- times during periods of heavy rainfall.

Clarence-Rockland | The cost of represent- ing Clarence-Rockland’s interests keeps going up. So council has raised the travel expense allowance rates for its members and city employees. The last time council had reviewed and revised the per diem expense rates allowed for the mayor and councillors or any de- partment heads or city employees who had to travel to attend special conferences or other events as part of municipal business was in 2000 with a single bylaw that con- solidated and replaced two previous bylaws from 1995. The new bylaw, approved during the mid-

Prescott-Russell | A million dollars worth of planning and paving will provide smoother road conditions for motorists near Pendleton and St-Pascal-Baylon plus help with erosion control during any fu- ture flood situations along the South Na- tion River.
