NOTICE OF FILING OF ENVIRONMENTAL ASSESSMENT ADDENDUM
ADDENDA DE L’AVIS DE CLASSE D’ÉTUDE ENVIRONNEMENTALE
Township of Russell has completed a Class Environmental Assessment (EA) Study Addendum to select a preferred method to provide the Highway 417 Industrial Park (“Industrial Park”) with water and wastewater servicing. This project is part of the Township of Russell Water and Wastewater Master Plan Update (2016). In 2019, The Township completed a Schedule ‘B’ Class EA to provide the Industrial Park with water and wastewater servicing. The 2019 EA concluded that Alternative WS2 (Water Service from Existing Eadie Road Feeder main) would serve as the preferred solution for providing water servicing to the Industrial Park. This alternative involved constructing a new water storage facility and booster pumping station (“BPS”) in Area 1 of the Industrial Park. The supply watermain to the facility would be extended from the existing Eadie Road Metering Chamber and routed along Burton Road to Area 1.
La municipalité de Russell a complété un addenda à l’étude environnementale (EE) afin de sélectionner une méthode préférable pour fournir les services d’eau et d’eaux usées au parc Industriel de l’autoroute 417. Ce projet fait partie de la mise à jour du plan directeur de l’eau et des eaux usées de la municipalité de Russell (2016). En 2019, la municipalité a achevé une évaluation environnementale de classe « B » afin de fournir les services d’eau et d’eaux usées au parc industriel.
L’EE de 2019 a conclu que l’alternative,WS2 (service d’eau de la conduite principale existante du chemin Eadie) serait préférable afin de fournir le service d’approvisionnement d’eau au parc industriel. Cette proposition impliquait la construction d’un nouvel établissement pour le stockage d’eau ainsi qu’une nouvelle station de pompage d’appoint (« BPS ») dans la zone 1 du parc industriel. La conduite d’eau principale serait prolongée de la chambre de comptage existante du chemin Eadie et acheminée le long du chemin Burton jusqu’à la zone 1. L’EE de 2019 a conclu que l’alternative WWS2 (Collecteur d’égout principal du parc industriel à la nouvelle station de pompage près du réservoir d’Embrun) servirait de solution privilégiée pour assurer l’approvisionnement des services d’eaux usées au parc industriel. Cette option comprenait un réseau sanitaire local afin de collecter les eaux usées dans les zones du développement du parc industriel. Le service d’approvisionnement d’égout local se déverserait dans le collecteur d’égout principal qui longe l’emprise routière non ouverte (entre la concession 4 et 5) du parc industriel à l’intersection de la rue Castor et de la rue Notre Dame, où il y aura la construction d’une nouvelle station de pompage Castor. La station de pompage Castor déverserait alors les eaux usées sous la rivière Castor et dans la lagune de Russell. Cependant, une étude approfondie a été complétée du terrain ainsi que de nouvelles informations, concernant le changement de la profondeur des clés principales de la technologie de l’infrastructure / construction, le choix préférable, de desservir l’eau et les eaux usées nécessiterait une réévaluation. La conclusion de l’addenda d’EE a déterminé de nouvelles solutions pour l’approvisionnement de l’eau et des eaux usées: • Assurer l’approvisionnement du service d’eau à partir de la conduite d’eau principale du chemin Eadie par les réservoirs d’acier et une nouvelle station de pompage d’appoint (BPS), incluant la chloramination, en fonction du nouvel emplacement du site dans la zone 5 pour desservir en eau potable au parc industriel. • Assurer l’approvisionnement des eaux usées par un raccordement collecteur d’égout principal local et une nouvelle station de pompage du parc industriel qui se déchargeront dans une conduite de refoulement, le long d’une emprise routière non ouverte, construite à l’aide de technologies sans tranchées, conduites directement à la lagune de Russell. L’addenda EE et tous les autres documents justificatifs peuvent être obtenus en envoyant un courriel à infrastructure@russell.ca un lien sera renvoyé contenant tous les documents pertinents. Après évaluation, les personnes intéressées doivent fournir des commentaires écrits à la municipalité sur la proposition pour une période de 30 jours débutant le 10 juin, 2021 et se termine le 9 juillet, 2021 . The 2019 EA concluded that Alternative WWS2 (Trunk Sewer from Industrial Park to New Castor Sewage Pumping Station Near Embrun Reservoir) would serve as the preferred solution for providing wastewater servicing to the Industrial Park. This alternative included a local sanitary network to collect sewage within the Industrial Park development areas. The local sewers would then discharge into a sanitary trunk sewer that would run along an unopen road allowance (Between Concession 4 and 5) from the Industrial Park to the Castor Street and Notre Dame Street intersection where a new Castor SPS would be constructed. The Castor SPS would then discharge the sewage under the Castor River and into the Russell Sewage Lagoon. However, based on additional field studies and new information changing the depths of key infrastructure/ construction technologies, the preferred water and wastewater servicing alternative would require re- evaluation. The findings of the EA addendum identified new preferred alternatives for water and wastewater servicing: • Provide water servicing from the Eadie Road Feedermain via Aboveground Steel Tanks and BPS, including re- chloramination, based on the new site location within Area 5 to feed potable water to the Industrial Park. • Provide wastewater servicing via local trunk sewer and an Industrial Park SPS that will discharge via force main along an unopen road allowance constructed using trenchless technologies directly to the Russell Sewage Lagoon. The Township has planned this project under Schedule B of the Municipal Class Environmental Assessment . By this Notice, the Addendum is being placed in the public record for review and comment in accordance with the requirements of the Municipal Class Environmental Assessment. Subject to comments received as a result of this notice, the Township intends to proceed with the construction of this project in the year of 2021. Following review, interested persons should provide written comments to the municipality on the proposal within the 30- calendar day period beginning on June 10, 2021 and ending on July 9, 2021 . Toute préoccupation qui pourrait avoir un impact négatif sur le changement proposé et pourrait avoir un impact négatif sur les droits ancestraux et issus du traité protégé par la Constitution, ce qui ne peut être résolu en discussion avec le Comté, alors une personne ou une partie peut demander une ordonnance pour le changement proposé afin de se conformer à la partie II de la loi sur les études environnementales.
Only the proposed change to the approved Project outlined in the Addendum is open to comment. If there are outstanding concerns that the proposed change to the Project may adversely impact constitutionally protected Aboriginal and treaty rights, which cannot be resolved in discussion with the County, then a person or party may request that the Minister of the Environment, Conservation and Parks make an order for the proposed change to the Project to comply with Part II of the Environmental Assessment Act . Requests on other grounds will not be considered. This is referred to as a Part II Order, which addresses Individual Environmental Assessments.
