The town of Hawkesbury is calling in

some outside help to deal with what one

council member calls a “big malaise”

between management and employees.

“There is a big malaise at town hall.

Everyoneislivingit,”saidCouncillorMichel

Thibodeau as council agreed to call bids on

a “human resources diagnostic,” as

recommended by a corporate services sub-

committee.

The goal of the assessment will be to

clarify roles, job descriptions, improve

communications and assess salaries and

duties. Theendresultwill be“teambuilding

that will mean we will all be better

performers,” said Councillor Alain Fraser.

The process “will be good for the town,”

concurred Councillor Marc Tourangeau,

whochairs thecorporateservices committee

that also includes Mayor René Berthiaume

and Councillor André Chamaillard.

However, Councillors Thibodeau and

Johanne Portelance voted against the

resolution.

Word of the upcoming evaluation had

raisedconcernsamongtownemployees,who

had asked to meet town council to “clarify

any misunderstanding,” noted Portelance.

Thehiringofconsultantsoughttobedelayed

until council had time to consult a 2007

personnel study that is still pertinent, she

maintained. But Berthiaume countered that

the study had “left a bad taste in themouths

of employees”and todust off that document

would “send the wrong message” to

employees. “The longer we delay this, the

more we will sow uncertainty among the

employees,” Berthiaume cautioned,

reiterating that the process would have a

long-termpositiveeffectonthemunicipality.

He stressed that the diagnostic is not

motivated by “bad intentions.”
