County checks plastic recycling help for farmers

Director Sylvain Charlebois noted that right now recycling this kind of used plastic is not a valid option. “No recycling company will take it unless it’s cleaned and washed,” Charlebois said during a phone interview. First step for the department is to deter- mine how much of this type of field-grade plastic wrap might be out there in Prescott- Russell. East Hawkesbury Mayor Robert Kirby, who sits on the advisory committee as a UCPR council representative, is a farmer

himself and he estimated that on average a typical farm operation may need two pal- lets worth of this type of plastic wrap each year for hay baling. That works out to about half a tonne of plastic wrap. There are close to 1,000 far- mers in the Prescott-Russell region but not all of them may order that much plastic baling wrap every year. Some may not even need it if they do not grow hay or anything else that requires baling as part of their farm operations. There is also concern among members of the agriculture advisory committee how Bill 91, the proposed Waste Reduction Act,

now going through the legislative review process, might affect both future recycling options and operation costs for the agricul- ture sector. Part of the aim of the legislation is to encourage more plastic recycling and so reduce the amount of garbage going into landfills. Plastic manufacturers could have to pay in advance a recycling fee on their products to the province. But that“eco-fee”could end up hidden in the final retail price charged for the product. If farmers cannot find a way to recycle their used baling plastic wrap, then they are paying the extra eco-fee wit- hout gaining the benefit.

VANKLEEK HILL | A new tree-friendly program was launched recently at the property of Joanne and Roy Bureau on Cassburn Road near Vankleek Hill. Dignitaries and foresters gathered to of- ficially launch a maximum $500-per-woo- dlot subsidy process under the Managed Forest Tax Incentive Program. The United Counties of Prescott and Russell (UCPR) are contributing $5,000 to woodlot owners to assist in preparing management plans under the Tax Incen- tive Program. This sum is in addition to $25,000 for delivery of South Nation Conservation’s Woodlot Advisory Service (WAS) across the counties. The service works with local govern- ments, other agencies and woodlot own- ers to promote sustainable management of existing forests and establishment of additional cover across the South Nation River watershed. The individual subsidies cover 100 per cent of costs up to $500. To be allocated on a first-come, first-serve basis, applications can be made to Josée Brizard at South Na- tion, 877-984-2948, extension 231. “UCPR is the home of Larose Forest that counties government has invested con- siderable time and money to maintain and enhance over the years,” noted Briz- ard, SNC Team Lead, Forest Resources. “The counties clearly have a special inter- est in building their forest cover and don’t mind putting some money where their interest lies.” The WAS was created in part to help counteract loss of forest cover in the wa- tershed due to residential and agricultural expansion. Under WAS, SNC forestry tech- nicians are available to property owners for consultation on best management practices. The WAS partnership with UCPR is the second announced in the past month. Early in February, Stormont, Dundas and Glengarry Certified Forest Owners pledged $5,000 towards expanding the service across the watershed. “That was also a strong show of support for the WAS, another clear indication that governments and interest groups back our reforestation efforts,” Brizard observed.
