The state of village roads will be one of the main topics for review and discussion during the annual “town hall” meeting between St-Pascal-Baylon homeowners and their voice on Clarence-Rockland council. Small stink raised over garbage collection in A-P township

Several landowners attended the April 16 regular session of council to complain that their garbage bins were not picked up and emptied by the contractor the township hired for the task. Marc Daigneault, chief administrator officer for the township, explained during a later interview that the problem was an infor- mation gap for administration involving past practices of the previous contractor. “We didn’t know what the former contractor used to do,” Daigneault said during a phone interview. “Now we know.” The previous contractor for garbage col- lection and the township’s recycling program was Mike’s Waste Management. “And we had a good service then,” Daigneault said. “No complaints there.” Tomlinson Inc. won the garbage collec- tion contract during the last tender call. Now there are complaints from commer- cial and high-density residential property owners that the new contractor is not providing the same collection service the previous one did. Daigneault noted that these properties feature either businesses or multi-unit apartment buildings that have the large garbage collection bins for their tenants’ recyclables. The previous contractor used to collect these bins for emptying as part of the recycling program but they are not getting emptied now for recycling though they may be emptied as part of the regular garbage pickup. But that means that Ministry of Environment officials doing an inspection of the municipal landfill find recyclables deposited there for burial and then penalize the township for not making greater effort to reduce the amount of garbage going into the landfill. Township administration was not aware of the exact situation for the garbage and recyclables collection profile for the municipality. The plan now is to contact every property owner with either a busi- ness or apartment building on their lot and find out what the garbage and recyclables collection needs are and work out an ar- rangement with the contractor to satisfy all sides. “We’re going to give ourselves this year to resolve the issue,” Daigneault said. “It is a sensitive matter and deserves ‘white glove’ treatment.”

Hydro One crews had to replace a power pole after fire shorted out the lines over the April 22 weekend. Almost 1500 households in the Rockland area were affected Sunday mid- afternoon when the power went out in part of the town. A pole fire was blamed for the service interruption. Hydro crews replaced the damaged pole with a new one and reconnected the trans- mission lines. Power was restored in stages with the final service connection for electricity fixed by 2 a.m. Monday.
